Overview. The Center for Applied Research Solutions (CARS) is pleased to submit this application for the MHTTC Region 9 Center (R9C). The R9C will promote the adoption of culturally appropriate evidence-based practices (EBPs) across the mental health (MH) continuum of care and foster MH alliances throughout Region 9, including: Arizona, California, Hawaii, Nevada, and the Pacific Jurisdictions. The R9C will also collaborate the MHTTC National Coordinating Center, Regional Centers, and Latino and Hispanic and Tribal Affairs Center to support the development of a well-coordinated, cohesive MH technology transfer network. This role includes providing training, technical assistance, and resource dissemination on our specialty areas of expertise across the nation. Goals and Objectives. The R9C adopts the four goals that SAMHSA set for the MHTTC: accelerating the adoption and implementation of MH EBPs; building knowledge and skills in the MH workforce; fostering regional and national alliances; and ensuring publicly available training and technical assistance (TTA) for the MH field. We are committed to a data-driven process and will use seven SMART objectives to track progress toward achieving our goals. Population Served. Region 9 states and territories have low access to MH services, with significant infrastructure challenges in the Pacific Jurisdictions. This contributes to high suicide rates, limited treatment for serious mental illness, and a lack of MH support for children, youth, and families. We will draw on our expertise in Region 9 to support service improvement and workforce development within the specific context of the western region. We anticipate engaging 3,000-4,000 people in direct TTA and reaching an additional 40,000 people through resource dissemination, increasing over the life of the project. The R9C will support approximately 200,000 individuals in all years. Strategies/Interventions. Our approach is designed to meet the 14 FOA activities. We specify methods for establishing center activities aligned with SAMHSA priorities, providing direct TTA, advancing relationships, and developing research-based curricula and resources. All strategies support increased adoption of EBPs and are attuned to the specific needs and resources of Region 9. Applicant. CARS is a California-based 501(c)(3) nonprofit that has managed 20 contracts for 10 TTA initiatives since 2001, including SAMHSA-funded national TA Centers, serving TA recipients in 47 states, the District of Columbia, and four U.S. territories. CARS’ project history demonstrates deep proficiency and experience leading TA initiatives for MH workforce development. Change Matrix, our partner, is a Nevada-based organization with a strong background in health disparities, systems change, and the Pacific Jurisdictions. We are uniquely positioned to lead the R9C because of our regional and national leadership in MH TTA, advanced TTA infrastructure, and MH expertise.
