The Yellowhawk Indigenous Project LAUNCH will enhance both the Yellowhawk Tribal Health Community (YTHC) Atawisamatas tribal home visiting program and Neqce ece qapsqapsnaawit (Family Strength) System of Care in order to improve behavioral health outcomes for tribal children from birth through age 8 and their families. The project will be a collaborative effort between the Behavioral Health and Community Health departments, with involvement from other departments and agencies in Umatilla and Union counties, serving children 0-8 years of age and their families. We will improve linkages to community and county early childhood partners focusing on trauma-informed and culturally responsive integration. The population of focus for the project is the 437 children ages 0 to 8, their families along with the men and women of child bearing ages through a broad based partnership of health care providers, behavior health/Mental Health providers, social service and educational agencies in Umatilla and Union Counties, Oregon. The planned Yellowhawk Indigenous Project LAUNCH proposes to support and strengthen the existing home visiting program as well as to enhance services for families with older children in the home, especially those with behavioral problems and blended families, and to expand home visiting service for families with children 3-5 years of age. Indigenous LAUNCH project also propose to further develop our Neqce ece qapsqapsnaawit (Family Strength) System of Care by providing training in System of Care values and principles and training in culturally appropriate trauma-informed approaches to healthcare, home visiting and early childhood education staff, as well as promoting our outreach specifically to AI/AN children and families.
