The Georgia Department of Behavioral Health and Development Disabilities (DBHDD) continues to prioritize System of Care development and implementation strategies to enhance services for children, youth, and young adults with mental health needs. The SOC philosophy and approach is infused in the Department’s overall mission, vision, and values. Priorities include strengthening partnerships with other child-serving agencies in the state and expanding and sustaining infrastructure and services that support the development of a recovery-oriented, multi-level, bi-directional and more effective service delivery system. At the state level, Georgia AIME will work to strengthen the existing SOC infrastructure at the regional and local level by improving behavioral health outcomes for youth with Serious Emotional Disturbances (SED) and young adults with Serious Mental Illnesses (SMI) and their families. Georgia AIME is focused on increasing Awareness to the individuals we serve of the services and supports that are available to them in their communities; Integrating family and youth peer support in multiple levels in their communities to build and sustain SOC that leads to a life of recovery and independence; Mobilizing services and supports with easy access to youth and their families outside of clinic settings, and Educating community partners, stakeholders, youth, families, child and adult serving agencies on SOC to sustain partnerships and realize a return on investment of SOC efforts.
To support wide scale operation, expansion and integration,key state, regional and local level strategies will include sustainable financing, policy development, strengthened infrastructure, cross agency collaboration, training, workforce development, and evidenced based services and supports. At the local level, Georgia AIME will prioritize the enhancement and expansion of required and allowable SOC services in rural communities through two Comprehensive Community Providers, Aspire Behavioral Health & Developmental Disabilities (Aspire) and Community Service Board of Middle Georgia (CSBMG). Georgia AIME will promote and provide access to a family-driven, youth-guided, culturally competent and trauma-informed comprehensive SOC to meet the needs of youth and young adults with SED/SMI/COD MH/SA in the least restrictive environment by developing and implementing at the state and local level a social marketing plan to promote awareness messages, outreach and engagement to young people with serious mental health conditions, the at-risk population, family members and the community at large.
Expanding both FFCMH and Youth MOVE local chapters will increase both youth/family involvement and support. GA AIME will also facilitate effective communication, coordination, education and training within the larger SOC and among local, regional and state child serving systems and expand services and supports based on SOC Philosophy and approach through the development and implementation of a CLAS strategic plan in each local site. Screening, referral and assessment processes will be evaluated, refined and enhanced. Strengthened infrastructure will occur through the revitalization of the Regional Interagency Action Teams and expanded membership of the Local Interagency Planning Teams to include at least two family/guardians and youth advocates to formalize processes. GA AIME will support a culturally-competent, trauma-informed workforce to meet the needs of children, youth and young adults by providing at least 10 training events a year to a minimum of 200 individuals. A financing strategy anchored in cross-agency commitment to effective and efficient spending will occur by updating financial mapping tools through the state Interagency Director's Team infrastructure.
