Walden, (757) 446-8928 (Voice) (757) 446-7947(Fax) E-Mail Address: waldenbj@evms.edu Web Site Address: www.evms.edu Summary of Request: The Center for Comprehensive Care of Immune Deficiency (C3ID) at Eastern Virginia Medical School (EVMS) has been treating HIV positive patients since 1994, serving over 2,500 patients at 4 different locations in the southeastern corner of Virginia and northeastern North Carolina. C3ID performs within a medical model of care with services provided by licensed and culturally competent staff, trained to provide the most advanced medical care and treatment to those with HIV/AIDS. Primary medical care, Hepatitis screening and treatment programs, specialty care referrals, Pap Smears, medical counseling and treatment adherence education, medical case management and insurance marketplace assistance are among the services offered within our clinical settings for People Living With HIV/AIDS residing in the following cities and counties (*are considered rural): Cities: Norfolk Williamsburg James City* Northampton* Chesapeake Poquoson Counties: King & Queen* Southampton* Franklin Portsmouth Accomack * King William* Surry* Hampton Suffolk Gloucester* Matthews* York Newport News Virginia Beach Isle of Wight* Middlesex* Currituck, NC* C3ID is requesting $479,775 per budget year from Ryan White Part C to continue providing core and supportive services including primary medical and oral health care, medical case management, cost share assistance and non-medical case management assisting new and return to care patients living with HIV/AIDS (PLWHA) who are low income, uninsured or underinsured. Of the funding requested, C3ID is requesting that a portion be considered for MAI. As of December 31, 2023, C3ID served 2,547 or 92% of the total TGA receiving services (2,741), achieving an overall viral suppression rate of 85.2%. In addition, 55 of 57 EIS patients testing positive in 2023 received medical care at EVMS (96%). C3ID is requesting funding preference as we meet Qualification 1: Increased Burden and the criteria for both Qualification 2: Rural Areas and Qualification 3: Underserved. Target Population(s): According to the Virginia Department of Health CY2022 statistical data, African Americans comprise 73% of the HIV cases within southeastern Virginia. At C3ID, 73% of total and 65% of new patients served were African American. Regionally, persons aged 20-44 are 41% of the total population of PLWHA and represent 77% of all new HIV cases. The prevalence of male-to-male contact is 49% in the southeastern region and 48% at EVMS. Finally, surveillance data estimates that 97% of the C3ID patient population lives at or below 400% of poverty, with 49% below 100%.
