Ryan White Part C Outpatient EIS Program - Wyoming is a frontier state, the tenth largest in area in the U.S. with a total population of 578,759 persons. The racial and ethnic composition of Wyoming’s population in 2021 was estimated by the Census Bureau to be 84.6% White, 1.2% African American, 1.8% American Indian/Alaska Native, 0.9% Asian, and 0.0% Native Hawaiian/Pacific Islander. Persons of Hispanic ethnicity (any race) comprised 10.6% of the population. Wyoming has 23 counties, with county populations ranging from a low of 2,467 (Niobrara) to a high of 100,512 (Laramie). 51.1% of Wyoming residents are male, and the median age is 37.7 years. Of the state’s population, 10.1% have income below the Federal Poverty Level, and 14.8% have no health insurance coverage. As of December 31, 2023, a total of 405 persons with HIV/AIDS were known or presumed to be living in Wyoming. Of that number, 50.8% have a current diagnosis of AIDS and 47.7% are HIV positive. Eighty-one percent (81.5%) of all persons living with HIV/AIDS in Wyoming are male, and 83.4% are non-Hispanic white. Hispanics account for 19.8% of persons living with HIV/AIDS in Wyoming. Men who have sex with men (MSM) continue to make up the largest number of persons living with HIV/AIDS in Wyoming. They represent 60.0% of male cases, and 17.6% of males report both MSM and current or former injection drug use. Heterosexual contact was identified as the exposure for 10.3% of males and 64.0% of females of our HIV-positive population. The Wyoming Department of Health (WDH), Communicable Disease Treatment Program (CDTP) is requesting $251,629 for each year of the 2025-2028 three-year funding cycle, for a total of $754,887. The WDH CDTP will continue to provide quality comprehensive services to our population living with HIV. WDH CDTP provides access to primary care services including medical evaluation, clinical care, and referrals to specialty care. Clients have access to HIV care, oral health care, mental health and substance use services, pharmacy services (provided through ADAP), transportation, and nutritional services. Our case management network provides entry into the system in every county in Wyoming primarily through the public health nursing offices and the Nebraska AIDS Project in Scottsbluff, NE. WDH CDTP has built great partnerships with medical providers, the Wyoming AIDS Education and Training Center, and federally qualified health centers. These entities are dedicated to improving care and life services for those living with HIV in Wyoming. WDH CDTP also receives Ryan White Part B/ADAP and Housing Opportunities for People with AIDS (HOPWA) funding and strives to maintain quality care while maximizing our resources and eliminating service duplication. This critical funding provided services for 228 clients enrolled in the WDH CDTP in calendar year (CY) 2023. In addition, the program served 230 clients in CY2022 and 232 clients in CY2021.
