Summary of Request We are seeking Ryan White Part C funding to support HIV care provided by the University of Virginia (UVA) Ryan White Clinic (UVARWC). The UVARWC has developed a comprehensive system of care that is designed to serve the needs of persons living with HIV/AIDS (PLWH/A) in a large, predominantly rural area. Communities of color served by our clinic is 54% (43% African American, 8% Hispanic, 1% Asian/Pacific Islander, 2% Multirace)*. 2. Overview of the HIV Epidemiology The target population that the UVARWC proposes to serve consists of the Virginia Department of Health (VDH) Northwest Health Region. This largely rural area comprises these jurisdictions: Cities: Buena Vista, Charlottesville, Fredericksburg, Harrisonburg, Lexington, Staunton, Waynesboro, Winchester; and Counties: Albemarle, Augusta, Bath, Caroline, Clarke, Culpeper, Fauquier, Fluvanna, Frederick, Greene, Highland, King George, Louisa, Madison, Nelson, Orange, Page, Rappahannock, Rockbridge, Rockingham, Shenandoah, Spotsylvania, Stafford, Warren. The Northwest Health Region is covers an area larger than the state of Vermont. In this service area the number of PLWH/A increased 9.2% from 2021 through 2022. According to VDH, as of 2022, there were 2,400 PWH/A in the proposed service area which represents a 4% increase since 2020. Of which 99 were newly diagnosed in 2023 in the Northwest Health District.* Currently we serve a patient population of 1078 of which 92% are virally suppressed, 72% are male and 60% are over 44 years old. 43% are African American^ which is disproportionate to the composition of the service area which is 11% African American.* 3. Key Services to be Supported The $467,780 for each of three years of funds for the proposed project will be used to allow the UVARWC to continue to provide comprehensive whole person medical care for PLWH/A including focus on sub-populations of: youth less than 30 years old, those who report injection drug use (IVDU), Hispanic clients, Black clients and Perinatally-infected clients for viral load suppression.
