MCR Health, incorporated in 1977, is a private non-profit, federally qualified community health and migrant health center serving Manatee, Sarasota, Pasco, Hardee, and DeSoto counties in FL. The agency is accredited by the Joint Commission and has received Ryan White (RW) Part C funding to serve Manatee County, FL since 2000. MCR Health served 476 total people living with HIV (PLWH) in 2023 (UDS, 2023). Of total PLWH, 413 received RW Part C services (RSR, 2023). In accordance with the 10-year Ending the HIV Epidemic initiative, MCR Health’s Part C EIS program activities strive to decrease transmission and improve health outcomes for PLWH and reduce HIV-related health disparities and health inequities by focusing on the priority strategies of Diagnose, Treat, Prevent, and Respond. Continuation of Part C EIS program funding will ensure that MCR Health can continue providing convenient and accessible comprehensive primary care to low-PLWH, ensuring access to the essential HIV care and treatment and support services needed to help them achieve viral suppression. MCR Health anticipates serving 480 clients with Early Intervention Services (EIS) in project year one, with approximately 425 clients served with EIS by the final project year. Service Area and Needs. As of December 2022, there were 1,245 PLWH in the MCR Health service area. This marks a 2.47% increase (from 1,215) since 2020. The number of people newly diagnosed with HIV increased somewhat, with 3746 new diagnoses in 2020 and 48 in 2022, while the number people of newly diagnosed with AIDS declined, from 30 in 2020 to 23 in 2022. Thirty-five HIV-related deaths occurred in the service area in 2022 up 12% over 2021 (23 deaths). Increased access to the EIS services offered at MCR Health may help limit the transmission of HIV in the community and improve outcomes for PLWH, as well as slow the progression of the disease among those who are HIV positive. Proposed Project, including Key Services, Amount Requested, and Target Populations. Part C EIS program funding ($505,638) will ensure that MCR Health can continue providing convenient and accessible comprehensive primary care to low-income PLWH in this region. Services are designed to address local gaps and barriers and include: early intervention services, outpatient/ambulatory health services, medical case management, treatment adherence services, medical nutrition therapy, behavioral health services, oral health care, and non-medical case management. In 2023, the MCR Health RW Part C program served 413 people with HIV/AIDS (PLWH). The majority (54.7%) of the RW patients served by MCR Health were white (44.3%) and African American (49.5%), and 23.0% of patients were Hispanic. Many HIV/AIDS patients (63.7%) report contracting the disease through heterosexual contact, while 31.2% have transmission attributed to MSM (RSR).
