Project Abstract East Arkansas Health Center, Inc. (EAFHC) is located in the state of Arkansas. The population size of the state is 3,011,524 with more than 6,000 people living with HIV/AIDS (PLWHA) as reported by Arkansas Department of Health HIV Surveillance Program. EAFHC service areas are Crittenden, Cross, Lee, Monroe, Mississippi, Phillips, St. Francis, and Woodruff are located in Congressional District One (AR-001). According to the U.S. Census (2020 Decennial)), the population number was 3,011,524 of which 355,908 identified as males and 363,140 identified as females. Of the 719,048 individuals, 453,783 identified as African American, 2,114,512 identified as White, 256,847 identified as Hispanic/Latino, 136,105 identified as some other race, 213,575 identified two or more races, 51,839 identified as Asian, 24,177 identified as American Indian /Alaskan, and 14,533 identified as Native Hawaiian/Other Pacific Islander. EAFHC provided services to 211 PLWHA during the calendar year 2023. The total population EAFHC served 148 (70%) identified as males, 63 (31%) identified as females and 9 (4.3%) Transgender Male to Female. Of the 211 served, 183 identified as African American, 28 identified as White, 3 identified as Hispanic, 1identified as American Indian/Alaska Native and 1 identified as Asian. PLWHA in the eight counties are the hardest to reach and engage in care due poverty, mental health problems, alcohol and drug abuse, denial, lack of affordable housing, lack of education, homophobia, unemployment and stigma. These factors hinders identification of HIV, linkage to care, prescription of antiretroviral (s), retention in care and viral load suppression. East Arkansas Family Health Center, Inc. (EAFHC) is requesting funding to support the need to provide primary care, oral health, and mental health, medical case management with treatment adherence, medical transportation, nutritional services, HIV counseling and testing and social support services to PLWHA. The target populations are African Americans males and females, Hispanic males and females, African American Men who have sex with men (MSM), youth, and Transgender PLWHA. The target areas are Crittenden, Cross, Lee, Monroe, Mississippi, Phillips, St. Francis and Woodruff counties. East Arkansas Family Health Center is requesting $272,798.00 to provide primary medical comprehensive care to PLWHA.
