Ryan White Part C Outpatient EIS Program - University of Toledo, Health Science Campus Ryan White Program 3000 Arlington Avenue Toledo, Ohio 43614-2595 Principal Investigator: Joan Duggan, MD, MPH, FIDSA, FACP, AAHIVS Co-PI: Katie Himich; Eric Sahloff, PharmD, AAHIVP Overview of HIV epidemiology in service area: This Ryan White Program serves over 85% of persons in care for HIV in the 8 county (Defiance, Fulton, Henry, Lucas, Ottawa, Sandusky, Williams, and Wood counties) service area of Northwest Ohio (NWO). Due to the COVID-19 pandemic, data for the 2020 calendar year has not been published by the Ohio Department of Health (ODH) therefore we are using the most recent data available. Most Ryan White clients in NWO live within Lucas County which has the following rates of new HIV infection: 9.1 per 100,000 (2022), 8.4 (2021), and 5.4 (2020). Rates of living with an HIV diagnosis in Lucas County were as follows: 255.0 per 100,000 (2022), 257.2 (2021), and 253.6 (2020). HIV-related incidence rates in Lucas County were consistently higher than the state data for Ohio. Please note, 2020 data should be interpreted with caution due to impact of the COVID-19 pandemic. Key services: The model of care is an integrated, patient-centered, multidisciplinary clinic setting in a University-based tertiary care center. The University of Toledo (UT) Ryan White Program offers access to adult and pediatric HIV primary care, adherence, health and risk reduction education, mental health services, medical and non-medical case management, nutritional assessment and counseling, outreach including HIV testing and counseling and HIV prevention, financial counseling, research linkages, referrals, full tertiary care with 24/7 physician coverage, 5 HIV testing sites, dental care, and pharmacy services all within a University setting. Additionally, the program assesses social determinants of health (SDOH) which may also facilitate referrals to access community assistance or assistance provided within the UT Ryan White Program as payer of last resort for housing, food bank, and emergency financial assistance for eligible clients. The local AIDS Service Organization (ASO), Equitas Health, administers Ryan White Part B and HOPWA funding. All eligible patients are enrolled in the HIV drug assistance program. Principal areas to be addressed include: 1) ongoing opioid epidemic in NWO as well as across the state; 2) increased STI Infection including syphilis; and 3) continued screenings among priority populations (e.g., three site STI screening for sexually active patients; cervical pap smears for people with a cervix including transgender clients for high HPV risk). Summary of request: The Ryan White Program at the University of Toledo (UT) is requesting $1,560,000 for a three-year budget period (4/1/25-3/31/28) for continued RWHAP Part C funding. Priority populations to serve: For CY 2023, 41.9% of the population served was African American, 59.3% were men who have sex with men (MSM), 4.5% in people who inject drugs (PWID), and 85.1% were between the ages of 25-64 with a growing population in between 45-64. The priority population, in general, are all people with HIV within the service area. Subpopulations include African American and People of Color, MSM, PWID, Latino Female, Transgender, and economically disadvantaged.
