Ryan White Part C Outpatient EIS Program - The Administrators of the Tulane Educational Fund d/b/a Tulane University Health Sciences Center (TUHSC) has been the recipient of the Ryan White Part C EIS grant since September 2001 and is committed to provide quality primary care to persons living with HIV/AIDS and residing in the Louisiana Department of Health and Hospitals (LADHH) Region Six. The clinic is located in Alexandria, Louisiana, and serves a mostly rural eight parish(county) area. Tulane Doctors-Alexandria clinic is the primary provider of HIV primary care services for PLWHA of LADHH Region Six and targets all underserved, low income and uninsured in the region. The clinic’s population represents approximately 62% of PLWHA in the region. In 2023 the clinic saw 672 patients for at least one service of any kind. The insurance and poverty level demographics for the patients served by Tulane Doctors-Alexandria Clinic on the 2023 RSR show 71% were at or below 100% of Federal Poverty Level with approximately 62% of the clinic’s clients enrolled in Louisiana Medicaid, 25% in Medicare, 8% and only 5% uninsured as of December 2023. Clinical services utilizing Part C funds focuses on patient perceptions, practitioner competencies, and the quality of care delivered by the Clinic. Tulane will continue to reduce new HIV infections by providing free partner and high risk individual HIV testing and counseling and provide increased access to early intervention services and quality, coordinated primary HIV care; to improve overall health outcomes; and to increase viral suppression in its clients. The clinic will also provide Hepatitis C Treatment; medical case management; transportation assistance; referrals to specialty services; education & risk assessment; treatment adherence; eligibility coordination for outside services and insurances, dental services; medication management; and mental health and substance abuse counseling.
