As a recognized Health Professional Shortage Area, Guam lacks qualified health professionals, as well as adequate healthcare facilities to fully serve the island. Complex health services that are not available on Guam force residents to seek assistance elsewhere, or wait for visiting medical professionals to provide services. In addition to being a HPSA, Guam is also recognized as a Medically Underserved Area with more than 20% of the population uninsured or underinsured. In applying for this program, Guam seeks to close the gap in health care services offered to the community by increasing the number of qualified healthcare professionals serving the community, while also improving the retention rate. Keeping these goals in mind, the GLRP will offer up to 20 loan repayment opportunities for each year throughout the term of the program for a total of 80 loan repayment opportunities. The program will also work to improve the retention by encouraging community involvement and bonding amongst the medical community through educational opportunity programs hosted by the University of Guam or other clinical preceptor system.
