Project Abstract The Alaska Department of Health application for Small Hospital Improvement Program (SHIP) grant funds for FY23-28 requests $195,165 annually to support 15 small, rural hospitals throughout the state. The funds will support efforts to meet the value-based payment and care goals for their respective organizations. This will be accomplished through investments in hardware, software and training activities focused on value-based purchasing, accountable care organizations, payment bundling, or prospective payment needs. The Alaska SHIP program proposes to use funds in all three of the SHIP purchasing menu categories during the five-year project cycle. For the FY23-24, the following Allowable Categories and Activities were chosen by the participating hospitals, including several hospitals that are pursuing activities in multiple categories: • Value Based Purchasing (VBP): 14 hospitals will work on activities in this area including, quality reporting, MBQIP data collection process training, provider-based clinic quality measures, alternative payment model or quality payment program training. • Accountable Care Organizations (ACOs): Four hospitals will work on computerized order entry, population health or disease registry training, social determinants of health screening software and training, efficiency or QI training project, or telehealth/mobile health. • Prospective Payment System (PPS)/Payment Bundling Payments(PB): Five hospitals will work on ICD-11 software/training, ef ficiency or quality improvement training, or price transparency training. Although the individual hospital needs vary widely, there are a number of hospitals that belong to a larger system of hospitals, and they accomplish projects realizing cost and efficiency savings through this type of system approach. Two of the Alaska hospitals formed a SHIP network to maximize savings and others may benefit from this approach. The goal of Alaska State Office of Rural Health’s SHIP grant program is to support the eligible hospitals to achieve improvements in each of the areas they have chosen to concentrate their grant funds. The vision of the program is that Alaska’s small rural hospitals are prepared for the shift to value-based payment models and are able to meet the data and systems standards set by the Medicare Program.
