Fort Peck Tribes CHAP TAP Project - The Fort Peck Tribal Health Department (FPTHD) is applying for a Community Health Aide Program (CHAP) Tribal Assessment and Planning (TAP) from the Indian Health Service (IHS) to develop an assessment of the FPTHD’s capacity and community readiness to implement a CHAP program on the Reservation and to develop a plan for the implementation of a CHAP program if it proves feasible. The catchment area for the FPTHD is the Fort Peck Indian Reservation, home to the Fort Peck Assiniboine & Sioux Tribes (FPT), which is approximately 2.1 million acres in northeast Montana and is generally referred to as a “frontier” region. The FPT is listed in the Federal Register, Vol. 88, No. 8, p. 2113 (January 12, 2023) as “Assiniboine and Sioux Tribes of the Fort Peck Indian Reservation, Montana.” The FPT’s land base and communities are located across 100 miles of US Highway 2. From East to West, these communities are: Frazer, Oswego, Wolf Point, Poplar, Brockton, Riverside, and Fort Kipp. The roundtrip distance between the two most distant communities is approximately 126 miles. As of January 2023, the Fort Peck Tribal Enrollment Office estimates the total enrollment as 13,129, with 6,408 members living on or adjacent to the Reservation. The main spoken language is English, with some people speaking Nakoda or Dakota. The User Population for the Fort Peck Service Unit for FY 2022 was 8,296 (4,221 females and 4,075 males). (Source: Rocky Mountain Tribal Epidemiology Center report, January 2023) The FPTHD will undertake a comprehensive assessment process to determine the feasibility of implanting a CHAP program on the FPIR. If it proves feasible, we will develop detailed implementation plans including sustainability of the program. The overall Goal of the FPT CHAP TAP project is: “To determine the feasibility of a CHAP on the Fort Peck Indian Reservation and to develop a comprehensive plan for implementation.” In pursuit of this goal, we have developed the following objectives: Objective 1: During the project period of September 20, 2023 to September 19, 2025, the Fort Peck Tribal Health Department will conduct an assessment and determine the feasibility of implementing a CHAP program on the Fort Peck Indian Reservation, as measured by community and tribal health involvement (e.g., surveys, sign in sheets, and meeting minutes), data collected, one (1) comprehensive assessment report, and project records. Objective 2: During the same project period, the Fort Peck Tribal Health Department will conduct planning for the implementation of a CHAP Program, as measured by as measured by community and tribal health involvement (e.g., surveys, sign in sheets, and meeting minutes), data collected, one (1) comprehensive CHAP plan, and project records. Objective 3: During the same project period, the Fort Peck Tribal Health Department will train at least two (2) community members to be certified as Behavioral Health Aides (BHAs), as measured by student files, student records, credentials earned, and project records.
