The Council of Athabascan Tribal Governments (CATG) is a consortium of ten self-governing Athabascan tribes with headquarters in Fort Yukon, AK. This Service Area Competition focuses on five of the ten CATG tribal villages, Arctic Village, Venetie, Fort Yukon, Beaver and Birch Creek. Each of these villages has a Community Health Center clinic. The largest clinic is the “Yukon Flats Health Center” located in Fort Yukon, the largest of the five villages. Fort Yukon is hub of the Yukon Flats region. The Yukon Flats Health Center, a comprehensive primary care facility, providing medical, dental, behavioral health and enabling services, is located here. CATG has agreements with other regional health care providers, including the Tanana Chiefs Conference, Chief Andrew Isaac Health Center in Fairbanks and the Alaska Native Medical Center in Anchorage to receive referral patients.
CATG has developed a well-qualified team of professionals from the region and has been fortunate to have stability and longevity among its leadership staff. The senior leadership positions, Health Director, Clinic Director, Medical Director and Dental Director, all have tenure with CATG. CATG works closely with the Community Health Aide Program, the Behavioral Health Aide Program and the Dental Health Aide Program and with training institutions throughout Alaska. Community Health Aides, Dental Health Aide Therapists, Dental Assistants, Behavioral Health Aides, Medical Assistants and Business Office staff are all residents of the Yukon Flats villages.
CATG constructed the Yukon Flats Health Center, a new primary care facility in Fort Yukon in 2007-2008 with assistance from the Denali Commission. This 15,000 square foot facility houses all CATG health programs, including the Indian Health Service (IHS) Special Diabetes Program for Indians (SDPI) program and the clinic business office. A new 2,000 square foot clinic was constructed in Venetie in 2014. A new 1,000 square foot clinic was constructed in Birch Creek in 2017. A major renovation of the Beaver Clinic was completed in 2018. CATG is currently in the construction phase of a 2,000 square foot clinic in Arctic Village to be completed in 2023.
CATG participates in the statewide emergency preparedness planning process. CATG partners with the City of Fort Yukon, the State of Alaska, the Alaska Native Tribal Health Consortium, the Alaska Primary Care Office and the Alaska Primary Care Association in this process. Local emergency planning meetings are coordinated by the City of Fort Yukon. Regional emergency planning meetings are conducted by the State of Alaska and ANTHC. CATG staff members participate in these meetings. CATG also partners with the Interior Region Emergency Medical Services (IREMS) to provide emergency medical services in the Yukon Flats villages. CATG coordinates Emergency Trauma Training annually in each of the five villages.
The healthcare needs identified by our target population in the strategic planning process are used to identify new programs and modify existing programs to meet the healthcare needs of service area residents. Clinical and Financial Performance Measures are essential in determining the progress that CATG’s clinics are making in achieving or exceeding target goals. Patient satisfaction surveys and comments from Tribal member and staff satisfaction surveys provide additional information to increase patient and staff satisfaction. The current number of patients served is 1,545.
