A new system would consolidate and integrate data among County departments creating a strong information exchange internally and externally for the County. Currently, the EHRs at the County are not integrated and are siloed (two separate systems for medical and behavioral health). There are compliance and regulatory mandates that County of Solano – Family Health Services (FHS), Primary Care & Dental, have not been able to implement with the current system; 21st Century Cures Act, Information Blocking Rules, Good Faith Estimates and HRSA 330e Community Health Grant Compliance Requirements. A transition to OCHIN Epic would right size the compliance and regulatory issues currently present. In addition, implementing a new EHR System County-wide that is uniform, standardized and fully integrated the County aims to: “Fully embrace our mission, to provide high quality, comprehensive, accessible medical and dental care to support County of Solano’s diverse community to live, learn and work with thriving health”.
