This project will meet program requirements and state-mandated data collection requirements and the goal is to support all Virginia’s Region 2 CSBs, including Prince William, Alexandria, Arlington, Loudoun, and Fairfax-Falls Church. CSBs serve as the public behavioral health providers in Virginia communities. In the Northern Virginia region, the six behavioral health hospitals and numerous community service partners are engaged in this project through the five CSBs in Region 2. This project seeks to create critical business efficiency to ensure the following: access to inpatient behavioral health services for those without insurance or other financial means and appropriate discharge planning to the community from the local state psychiatric hospital. The project addresses a growing need as the current system is an outdated Access Database and a lengthy Excel spreadsheet. The current process to review documents to verify state standards are maintained is a labor-intensive, inefficient manual process. Ongoing limited personnel resources and associated labor costs hinder the ability of CSBs to manage these critical programs and ensure accurate data collection. By automating the collection of data, CSBs in Region 2 will eliminate human error and receive real-time information on how much money has been used versus what money is still available. This increased efficiency will allow for enhanced decision-making and budgeting while also allowing for the needed growth of the LIPOS and DAP programs, which support and create individual community-based services as opposed to state facility-based services. Federal funding for this new system will cover development costs by a contracted vendor, including activities related to gathering requirements, elaboration sessions with stakeholders, IT development work, testing, training, and documentation. The new system will consist of a secure web-based portal with common secure access by each of the regional CSBs. The portal will be accessible by six different locations with the ability to enter data simultaneously. As with other DBHDS Region 2 programs and projects, this project will be managed by the Northern Virginia Regional Projects Office (NVRPO), under the authority of the Regional Management Group (RMG). The RMG includes the executive directors of the five Region 2 CSBs and the facility director of our local state hospital. Fairfax County serves as the fiscal agent for NVRPO. For this project, the standard Project Management Review process will cover all deliverables tied to specific milestones to determine project status against the three pillars of successful projects: time, cost, and quality. For the LIPOS portion of this project, performance standards will be based on the metrics in the platform but in general will include: 1. data entry for LIPOS at the time of authorization 2. discharge paperwork received an entered on the day of discharge, 3. documentation of efforts to check insurance status, and 4. efforts to initiate Medicaid application process For the DAP portion of this project, the performance standards will be based on the metrics in the platform but in general will include: 1. data entry, narratives, resource list, plan transfer tracking, memory care justification. 2.
