FY20 RCORP-Implementation Applicant Organization The target population and the service area for the ANCHOR project is the completely rural and medically underserved Anderson and Cherokee Counties (ACC), Texas. ACC has a total population of 110,425 people8, spanning over 2116 square miles of land, an average population density of 52.2 per square miles. It is predominantly White (59.8%) with 20.5% Hispanics, 17.2% Blacks and up to 0.6% Native Americans. Female make up 50.8% while Kids/youths (age 0-17), adults (age 18-64) and the elderly (age 65 and over) constitute 21.7%, 61.5%, and 16.8%, respectively, of the county’s population. The community has an unemployment rate of 6.8%, poverty rate of 15.7%, and uninsured rate as higher as 28.1%, limiting health care access. In 2020, a total of 260,420 prescriptions were dispensed in ACC including 80,132 schedule II, with at 2016-2019 opioid prescribing rate at 36.4% and drug overdose mortality rate of 16.5 deaths per 100K population. Its overall health status is among the worst in the entire state raking 201 among 243 counties. Yet, it has only a few service agencies dedicated for SUD/OUD service. The ANCHOR Project will build, strengthen and sustain a cascade of care model that will enhance ACC resident’s ability to access OUD/SUD prevention, treatment and recovery services. This will not only provide the much-needed data to help improve the understanding of ANCHOR; Ndetan H, UTHSCT Page 2 gaps in availability and quality of OUD/SUD services in this community but help enhance quality of services and mitigate downstream health consequences such OUD/SUD related morbidity and mortality.
