In the HIWAY Project, CTSI will re-vitalize the youth section of CEDARR, the tribal drug and alcohol prevention coalition. Under the direction of the twelve-member HIWAY Consortium, we will strengthen and expand SUD/OUD prevention, treatment and recovery services. The Project will serve pregnant and childbearing age women, youth, racially/ethnically diverse, and LGBTQIA2S+ populations. The Project encompasses all required foundational, prevention, and treatment/recovery core activities. HIWAY activities: Screen and refer patients to SUD/OUD services; Conduct non-stigma services for pregnant women; Provide access and training for naloxone to law enforcement, first responders, clients and caregivers; Train youth to develop and implement culturally relevant evidenced-based strategies; Provide peer support to communities of color, pregnant women, youth, and LGBTQIA2S+; Provide case management, housing, parenting education and basic needs; Conduct media campaign and provider education to address stigma. Oregon adults have the 4th highest rate of SUD and 3rd highest rate of mental illness. Oregon has the highest rate of mental illness and SUD among youth and adults combined. Oregon ranks as the 4th worst for access to treatment/recovery services. Lincoln County has higher rates of SUD overdose and hospitalization than Oregon overall, rates are increasing. By October 2021, there were 24% more non-fatal overdoses than all of 2020. Of these, 71% were women and youth. Concurrently, 14 newborns were born with NAS. Residents tend to be poorer, experience higher unemployment and receive lower wages. Almost 90% of residents are Caucasian. There is a growing Latinx population, and a stable American Indian population. Communities are isolated with few SUD services.
