Rural Communities Opioid Response-Implementation - Delaware County Rural Communities Opioid Response Program-Implementation (DC-RCORP) is an initiative to improve access to prevention, treatment and recovery services for individuals affected by the opioid and polysubstance use epidemic affecting rural Delaware County, Oklahoma (population 43,009). Program efforts include fostering interagency partnerships; reducing challenges in accessing local, in-county care; educating about OUD/SUD and associated stigmas; and increasing awareness of the available resources. The DC-RCORP seeks to do away with silos in healthcare, to develop functional referral policies and practices that link clients to care via a wholistic and patient-centered treatment approach, and to bring critical SUD/OUD education and awareness to the community. DC-RCORP is a Consortium of seven providers, six located in Delaware County and one headquartered in Cherokee County. Cherokee County Health Services Council (CCHSC), located in Cherokee County, will serve as the lead agency, providing fiduciary and administrative services, and serving as an incubator for the Delaware County Community Partnership (DCCP), who will be responsible for program staffing, development, and implementation. Other Delaware County partners include Delaware County Health Department (DCHD), Grand Lake Mental Health Center, Inc. (GLMHC), Grove Public Schools (GPS), Grove Police Department (GPD), and Integris Hospital in Grove (IH-G). These organizations seek to implement activities based on data collected through a SUD/OUD rapid needs assessment effort (November, 2021), a Rural HIV/AIDS Planning Program funded by HRSA for 2020-2021 for Delaware County, Oklahoma, student data provided by Grove and Jay Public Schools, and key informant interviews with service providers. Activities focus on three areas--foundational, prevention, and treatment/recovery core activities. The goals are to: 1) Successfully build the capacity of DC-RCORP partners to improve opioid and substance abuse programming in Delaware County by implementing the Foundational Core Activities; 2) Reduce the occurrence and associated risk of Opioid Use Disorder among new and at-risk users in Delaware County by implementing the Prevention Core Activities; and 3) Expand access to treatment and recovery programs for individuals experiencing OUD/SUD and living in Delaware County by implementing the Treatment and Recovery Core Activities. The proposal requires at least 50% of partners must be located in Delaware County. Of our seven partners, 6 are in Delaware County. All services target residents of Delaware County.
