Brief description of target population: The target populations include persons who are at risk for, have been diagnosed with, and/or are in treatment and/or recovery from OUD, as well as their families. Demographics of target population, based on general census numbers includes approximately 0.4% of American Indian/Alaskan Native Alone, and 1.4% Two or More Races (a portion of which include American Indian/Alaskan Native). This application does not target tribal populations, but prioritizes populations who have historically suffered from poorer health outcomes, including young adults, women, women with children, Hispanic/LatinX ethnic minorities, LGBTQ+, and low-income. While the quantitative prevalence of OUD among disparity populations in our region is still poorly documented, during our RCORP Planning process we collected qualitative data from focus groups and key informants indicating that the current opioid crisis has exhibited a demographic shift, disproportionately affecting these disparity populations. This will be achieved through ongoing demographic surveillance of persons reentering society from incarceration, OUD treatment, homelessness or other reasons, and proving priority connection for disparities pops. to housing and culturally-attuned recovery services. Rates of overdose are elevated in our target population relative to the state average, and first responders administer on average 5 doses of Narcan daily. Our rural target populations exhibit other socioeconomic vulnerabilities relative to education, unemployment, living conditions, alcohol overconsumption, and suicide. There is an inordinate stigma surrounding substance use and mental health in the target region. 14. Target Service Area: All counties are fully rural and in the State of Illinois; these include Bureau, Putnam, LaSalle, and Marshall Counties.
