This region faces critical barriers to treatment, including provider shortages, transportation limitations, stigma, and economic distress. The target population includes individuals at risk for or currently experiencing opioid use disorder (OUD), those in recovery, their families, and impacted community members. Project Purpose & Goals: This project aims to reduce opioid-related fatalities and improve access to comprehensive harm reduction, treatment, and recovery services. The goals include expanding harm reduction services through naloxone and fentanyl test strip distribution, enhancing rapid overdose response via Quick Response Teams (QRTs) that engage individuals post-overdose, and integrating peer recovery support to improve treatment access and engagement. Allowable Activities (HRSA Tiers 1 & 2): The project will implement harm reduction and overdose prevention by distributing naloxone and fentanyl test strips and providing overdose prevention education. Quick Response Teams will be expanded to deploy peer specialists, EMS, and law enforcement for immediate post-overdose intervention. Peer recovery support and health navigation will integrate peer-led services in jails, emergency departments, and community outreach programs to improve treatment retention. Expected Outcomes: The project will distribute 1,000 naloxone kits and 500 fentanyl test strips, engage at least 400 individuals in treatment referral services, and deploy four full-time Peer Support Specialists in high-need settings. Expected impacts include a 10 to 15 percent reduction in overdose-related emergency department visits and fatalities and improved access to transportation and treatment navigation for individuals in need. Sustainability & Innovation: MCCC will sustain services through Medicaid reimbursement, philanthropic funding, workforce training, and community partnerships. By embedding peer specialists in non-traditional settings, including jails, emergency departments, and law enforcement collaborations, the project will ensure long-term engagement and recovery support. Funding Request: MCCC requests $300,000 for a 12-month period to enhance overdose prevention, rapid response, and peer-led recovery support in rural Eastern Kentucky. This project directly supports HRSA’s RCORP-Overdose Response objectives by reducing opioid-related fatalities, increasing treatment access, and building sustainable, community-integrated recovery pathways.
