Rural Communities Opioid Response Program-Overdose Response - Butte Silver Bow Persons Invested in Recovery and Inner Transformation (Butte SPIRIT) proposes the Supporting People In Recovery through Integrated Transitional Housing (SPIRIT) Project to address the critical shortage of structured recovery housing in the fully rural area of Silver Bow County, Montana. The SPIRIT Project aligns directly with the goals of the Rural Communities Opioid Response Program – Overdose Response (HRSA-25-010), specifically targeting individuals impacted by substance use disorder (SUD) and opioid use disorder (OUD). Target Population: SPIRIT will prioritize men and women in various stages of recovery, justice-involved individuals transitioning from incarceration or probation, and rural residents experiencing housing instability and limited access to recovery support services. Activities and Tier Proposed: Recovery Housing (Tier 1 – Recovery 1.1): Expand structured, peer-supported recovery homes for men and women, providing safe, transitional housing. Peer Recovery Support (Tier 1 – Recovery 3): Provide continuous 24/7 peer recovery support through trained Peer Recovery Support Specialists (PRSS), mentorship, and structured recovery programming. Overdose Prevention (Tier 1 – Prevention 1.1): Reduce overdose risks by distributing naloxone, fentanyl test strips (FTS), and providing comprehensive harm reduction education to residents and staff. Goals and Objectives: The SPIRIT Project will: Expand recovery housing capacity in Butte (Silver Bow County) for men and women, implementing structured intake and supportive housing policies. Deliver continuous peer recovery support and mentorship, enhancing personal accountability and long-term recovery. Equip residents and staff with overdose prevention resources, education, and skills, contributing to reduced overdose mortality and morbidity. Secure long-term sustainability through multi-sector partnerships, evaluation-driven strategies, and exploration of sustainable funding models such as Medicaid reimbursement. Expected Outcomes: The implementation of SPIRIT will significantly increase access to essential recovery services, reduce relapse and overdose rates, improve individual recovery trajectories, and strengthen rural Montana’s behavioral health infrastructure through comprehensive, evidence-based interventions.
