(LIFT CAA), formerly known as Little Dixie Community Action Agency, Inc., is a private, nonprofit organization that serves a large multi-municipality region in rural southeast Oklahoma. The target area for the Rural Communities Opioid Response Program – Overdose Response Project will be Choctaw, McCurtain, and Pushmataha Counties in rural, southeastern Oklahoma. All three counties are fully HRSA-designated rural counties. The target population for the project will be individuals who are at risk for, have been diagnosed with, and/or are in treatment and/or recovery for Substance Use Disorder (SUD) or Opioid Use Disorder (OUD); their families and/or caregivers; and impacted community members who reside in the rural target service area. The project will also focus on serving populations that have historically suffered from poorer health outcomes, disparities, and other inequities, to include racial and ethnic minorities, people who are pregnant, adolescents and youth, elderly, and socioeconomically disadvantaged populations. During the one-year period of performance, LIFT CAA will work to improve access to, capacity for, and sustainability of prevention, treatment, and recovery services for SUD/OUD in the rural target area of Choctaw, McCurtain, and Pushmataha Counties. Additionally, the project will implement strategies to directly support achieving the following RCORP-Overdose Response activities, as follows: 1. Purchasing and distributing naloxone, fentanyl test strips or other relevant supplies within the target rural service area. 4. Assisting uninsured individuals with SUD/OUD in the target rural service area with obtaining health insurance and accessing SUD/OUD treatment and other behavioral health and social services. 5. Training peer recovery support specialists and coordinating placements in local SUD/OUD service delivery sites, such as emergency departments, primary care, jails/prisons, behavioral health care clinics, etc. 8. Providing Continuing Education Units (CEU) as well as Continuing Medical Education Units (CME) that are recognized by their respective boards, which allow for providers to enhance their ability to provide care to individuals with SUD/OUD. 11. Establishing a recovery community organization. 12. Establishing social services to support individuals in recovery, such as childcare services during doctor’s appointments, transportation to treatment and counseling, connections to recovery friendly employment opportunities, etc. The project’s activities will work to advance the overall aim of the RCORP initiative and support immediate responses to the opioid crisis within the target rural service area. The Tri-County Opioid Response Project and associated Consortium were formerly established through an FY 2018 RCORP – Planning Grant. This collaboration has continued through the efforts of an FY 2020 RCORP – Implementation Grant Project. If awarded, the RCORP – Overdose Response Project will not duplicate activities but instead build on the capacity developed to further strengthen and support the SUD/OUD/behavioral health care system and service delivery. Over the next year, LIFT CAA will work to achieve six of the allowable program activities across the prevention, treatment, and recovery spectrum. The estimated number of individuals with SUD/OUD who will be served through the project during the one-year period of performance is 300. LIFT CAA will work to sustain activities beyond the period of performance by: leveraging other available resources to maximize program impact; expanding the ability to bill for treatment services; and developing strategies to achieve financial and operational sustainability.
