Rural Communities Opioid Response Program-Overdose Response - Address: AltaPointe Health Systems 5750-A Southland Drive Mobile, AL 36693 Project Director Name: Debra Campbell Contact Phone Numbers: 256-487-0143 Email Address: dcampbell@altapointe.org Website Address, if applicable: https://altapointe.org/ List all grant program funds requested in the application, if applicable: $300,000.00 Application Summary: AltaPointe Health Systems (AHS) is the most comprehensive integrated healthcare and behavioral health system in Alabama, as well as the largest mental health (MH) and substance use disorder (SUD) treatment provider in the state and the second largest in the southeastern US. This proposal requests support to establish four new access points for the treatment of SUD in Clay, Coosa, and Talladega Counties. This will include the provision of Medication Assisted Treatment (MAT), psychosocial support, and recovery support services to address social determinants of health (SDoH). AHS provides recovery-oriented and equity-based services as a means of improving health outcomes. Clay, Coosa, and Talladega Counties are poor, rural, and isolated from larger urban areas with additional amenities and greater access to health care. Of the 106,083 residents across the three-county proposed service area, approximately 42% are low-income and below 200% of the Federal Poverty Guidelines (UDS Mapper, 2021). Low educational attainment, lack of transportation, and poor access to basic services further impact the service area. Special populations particularly struggle with SUD beyond those who are impoverished, and these include the following: racial and ethnic minorities, veterans, adolescents, youth, and the elderly. Despite efforts across the country to curb opioid use and abuse, Alabama continues to have high prescribing levels. The opioid dispensing rate in Alabama is the highest in the United States (Drug Overdose Maps, 2020). Medication-assisted treatment (MAT) has limited availability in the proposed service area, most notably in Coosa County, where no DATA waived providers exist. Beyond providing local access to residents for MAT, AltaPointe Health Systems will distribute life-saving harm reduction supplies both at the clinic locations and through first responder partnerships. The staff will continue to build linkages to care among community partners, maintain and strengthen relationships with outside stakeholders, and create new connections. Telehealth will be used as a complementary treatment modality to address further barriers to accessing treatment. Upon Notice of Award, AHS will utilize the grant funds to support the following staff: 0.05 FTE Associate Clinical Director, 0.40 FTE Project Director, 0.80 FTE Project Coordinator, .30 FTE Certified Registered Nurse Practitioners and 1.0 FTE Care Coordinator Liaison. Specific to this proposal, AHS will complete allowable activities 1, 2, 3, 4, 7, and 12.
