Family Planning National Training Center - Reproductive Health Mission, Inc. (RHMI) proposes to establish and operate the National Training Center for Family Planning to provide nationwide training and technical assistance to Title X grant recipients, their subrecipients, and service sites. The Center will help organizations translate Title X requirements, clinical standards, fiscal requirements, and federal priorities into practical policies, workforce skills, workflows, documentation, referral processes, and measurable improvements in organizational performance. The Center will provide balanced support across three areas: administrative performance and program integrity; clinical quality and comprehensive reproductive health; and fiscal operations and organizational sustainability. Training and technical assistance will be offered at different levels of intensity through webinars, self-directed learning, role-based learning pathways, office hours, learning collaboratives, coaching, implementation tools, clinical cases, fiscal tools, and individualized technical assistance. Within 30 days of award, RHMI will develop and begin implementing an annual training and technical assistance plan and communications strategy in collaboration with the Office of Population Affairs. Within 60 days, RHMI will implement an evaluation plan. Within 90 days, RHMI will launch a publicly accessible national resource center with a website, searchable knowledge-management system, learning environment, training-tracking capability, and a pathway for requesting technical assistance. RHMI will also conduct an annual convening for Title X clinical service providers. Clinical training will support the full scope of Title X services while addressing priorities such as body and reproductive health literacy, fertility awareness, reproductive goals counseling, recognition of underlying reproductive-health conditions, appropriate evaluation and referral, male reproductive health, patient-centered counseling, and continuity of care. Administrative and fiscal training will address program requirements, subrecipient monitoring, workforce training, data quality, billing, sliding fee scales, program income, 340B integrity, cost allocation, procurement, and financial stewardship. RHMI will use ongoing input from Title X organizations and other stakeholders to improve the relevance, accessibility, and usability of resources while maintaining medically accurate, evidence-informed, non-coercive, and Title X-consistent content. Evaluation will assess resource quality, reach, participant response, learning, application on the job, organizational change, and cost. Expected outcomes include stronger Title X organizational capacity, improved workforce competency, more consistent administrative, clinical, and fiscal practices, better access to current training resources, and a durable national system for continuous learning and performance improvement.
