JSI Research & Training Institute, Inc. (JSI) is pleased to submit this proposal to the Office of Population Affairs (OPA) and Office on Women’s Health (OWH) in the U.S. Department of Health and Human Services to implement the National Training Center for Family Planning and Teen Pregnancy Prevention (the NTC). JSI is inspired by the opportunity to serve both Title X and Teen Pregnancy Prevention (TPP) grantees under OPA and by the collaboration between OPA and OWH. The Title X Program improves the health of women, men, and adolescents who seek family planning services by helping them prevent pregnancy for as long as desired as well as achieve healthy pregnancies. JSI has been continuously funded by OPA to provide training and technical assistance (TTA) for Title X service providers since 1978. Our TTA will be informed by a deep understanding of grantees’ needs; refined based on input from OPA/OWH and grantees at multiple stages; and continuously improved as we document TTA participant experiences and outcomes. While worldwide maternal mortality has decreased, the rate of pregnancy-related deaths in the U.S has actually increased over the past 20 years. The OWH funding is an opportunity to apply the concept of “whole-person care” to Title X and TPP service provision (and beyond). Since 2010, the TPP Program has served adolescents ages 10–19 by developing, implementing, and evaluating innovative approaches to prevent teen pregnancy. JSI will work collaboratively with OPA and OWH to ensure that TPP grantee staff have the knowledge and skills to develop, implement, and evaluate their projects effectively. JSI will also promote synergy across the TPP and Title X Programs and highlight OWH priorities. The goal of the NTC evaluation will be to determine the extent to which the NTC successfully supports Title X and TPP grantees in their efforts to deliver high-quality services and implement effective programs. Our evaluation will be consistently applied for TTA provided to Title X and TPP networks, including TTA on OWH priority topics. JSI is an international public health and health care consulting firm dedicated to improving the health of individuals and communities. The majority of our work is with organizations that primarily serve the uninsured, under-resourced, and at-risk populations in urban, rural, and frontier settings. A project of this scope and complexity requires a detailed annual work plan, strong project implementation systems, and clear communication among project staff and with the client. JSI has assembled a team with a proven track record of success working closely with OPA, OWH, and Title X and TPP grantee networks nationwide. Our decades-long history managing Federal TTA centers will enable us to make rapid and effective use of funds. We will also draw on a diverse pool of organizational partners and nationally recognized individual consultants as SMEs, as well as Title X and TPP grantees with proven success implementing their respective programs. In summary, JSI will collaborate with OPA and OWH to achieve NTC’s overarching purpose: to ensure that personnel working in Title X and TPP projects have the knowledge, skills, and attitudes necessary to apply an optimal health approach for promoting health across the reproductive lifespan. We will do this through addressing these eight goals: 1) ensure expertise and the ability to provide TTA: 2) determine competencies needed by Title X and TPP grantee staff: 3) develop and implement a plan for providing TTA; 4) establish and maintain a robust website and knowledge management system; 5) establish and maintain a Leadership Council; 6) establish and maintain partnerships to support the TTA Plan; 7) communicate and disseminate TTA products, information, and lessons learned; and 8) monitor, evaluate, and continuously improve the TTA provided to OPA-funded Title X and TPP grantees in each of the key priority areas.
