Rural Communities Opioid Response Program-Impact - The Recovery Impact for Southeastern Indiana (RISE-IN) Network is a four-year regional initiative that will expand access to integrated, evidence-based substance use disorder (SUD) prevention, treatment, recovery, and supportive services across the rural southeastern Indiana counties of Dearborn, Franklin, Ohio, Ripley, and Switzerland. The project is designed to address opioid use disorder (OUD) and other substance use disorders while strengthening the workforce, service delivery infrastructure, and community partnerships needed to sustain long-term recovery and improve community well-being. Desired outcomes include increased access to prevention, treatment, and recovery services; expanded availability of medications for opioid use disorder (MOUD); improved treatment engagement and retention; stronger recovery supports; improved transitions from incarceration to community care; and a sustainable regional system of care that reduces SUD-related morbidity and mortality. The target rural service area consists of the southeastern Indiana counties of Dearborn, Franklin, Ohio, Ripley, and Switzerland. Residents across these counties experience significant barriers to care, including behavioral health workforce shortages, transportation limitations, housing instability, fragmented referral systems, and limited access to specialized SUD treatment and recovery services. RISE-IN will address these challenges through a coordinated Recovery-Oriented System of Care that ensures individuals and families can access services throughout the full continuum of care, regardless of their ability to pay. Direct SUD services will include community-based prevention education, youth and family prevention programs, screening and assessment, overdose prevention education, MOUD, behavioral health counseling, care coordination, peer recovery support, recovery planning, family recovery services, jail-to-community reentry support, and recovery-oriented housing stabilization. Supportive services will include benefits enrollment and insurance navigation, transportation coordination, employment support, housing navigation, trauma-informed services, family stabilization services, resource connection, case management, and closed-loop referral coordination to reduce barriers to treatment and long-term recovery. Workforce development activities will expand the capacity of the regional behavioral health and recovery workforce through recruitment, training, supervision, and retention efforts. The project will support clinical providers, MOUD prescribers, peer recovery specialists, recovery navigators, housing and recovery support staff, and community partners through professional development opportunities focused on evidence-based treatment, trauma-informed care, co-occurring disorders, recovery support services, care coordination, and justice-involved populations. The RISE-IN Network is led by the Indiana Rural Health Association (IRHA), which will serve as the network backbone organization and oversee project management, governance, quality improvement, data reporting, and sustainability planning. INcompass Healthcare (ICH) will serve as the lead clinical partner and provide MOUD, behavioral health treatment, care coordination, and workforce development activities. Safe Passages (SP) will provide trauma-informed supportive services, recovery stabilization support, housing navigation, transitional housing expansion, and services for individuals and families impacted by domestic and sexual violence. One Community One Family (OCOF) will lead recovery navigation, family support services, community engagement, resource connection, and implementation of the regional Trauma-Informed Recovery-Oriented System of Care framework. Together with healthcare providers, schools, employers, housing agencies, workforce organizations, law enforcement, courts, and individuals with lived experience, these partners will create a coordinated and sustainable regional recovery system
