American Indian residents of tribal communities in the Great Plains Area (GPA) of Iowa, Nebraska, North Dakota, and South Dakota suffer death and injury due to motor vehicle crashes at a rate that is the second- highest in the nation among IHS service areas. Great Plains Tribal Chairmen’s Health Board (GPTCHB) has a more than 25-year history serving the tribes of the region and brings a nearly 15-year history of delivering high quality injury prevention education to American Indian families in North Dakota and South Dakota to the project. One of the most effective ways to reduce death and injury due to motor vehicle crashes is to ensure the proper use of seat belts and Child Safety Seats (CSS) for every trip. At GPTCHB we accomplish this by ensuring injury prevention education is taught by certified Child Passenger Safety Technicians (CPST), CSS are distributed to those in need, and education on their proper use is given at the time the seats are provided. The Great Plains Injury Prevention Program (GP IPP) will expand upon previous work in this area and provide support to all 18 tribal communities in the region so that they can adopt these best practices. The overarching goal of the five-year project will be to increase the number of CPST providing car seat education in tribal communities in the GPA. The project will accomplish this by first conducting a comprehensive assessment of the capacity, resources, and needs in each community including use observation surveys and then communicating this information back to the tribes so they can prioritize their own plans for injury prevention initiatives. GP IPP will then work to provide training opportunities for identified candidates to obtain their CPST certifications, share educational materials, provide technical support and resources to help communities build their capacity and increase sustainability of their efforts. GP IPP will also provide a limited number of CSS when need is demonstrated. The GP IPP Evaluation plan will monitor progress and achievement and share this annually with the tribes so they can monitor their progress and adjust their goals and activities as needed.
