Strengthening Tribal Health System Resilience Through Disaster Recovery and Continuity of Operations - The California Rural Indian Health Board, Inc. (CRIHB), a Tribal organization serving Tribal Health Programs throughout California, proposes a two-year Tribal Management Grant project to strengthen the resilience, security, and continuity of operations of Tribal health systems through the implementation of offsite disaster recovery, cybersecurity, identity protection, and emergency preparedness infrastructure. This project will benefit CRIHB Central Office, CRIHB Tribal Head Start programs, and participating 638 Contracted Tribal Health Programs that face increasing threats from cyberattacks, ransomware incidents, wildfires, floods, power outages, and other emergencies. The project will support organizational assessments, risk and gap analyses, development of disaster recovery and continuity of operations plans, implementation of cybersecurity and identity protection enhancements, staff training, tabletop exercises, and procurement of secure offsite disaster recovery services. CRIHB will establish policies, procedures, and technical safeguards designed to protect critical health information systems, improve operational preparedness, and ensure rapid recovery of essential services following disruptive events. By strengthening cybersecurity capacity and disaster recovery capabilities, the project will improve Tribal organizational readiness, safeguard sensitive patient and program data, reduce operational risk, and support uninterrupted delivery of healthcare and early childhood education services. The project will also create sustainable tools, resources, and best practices that can be replicated across Tribal Health Programs, advancing Tribal self-determination and long-term organizational resilience throughout California. Funding Requested: $300,000 over two years ($150,000 annually). Project Period: October 1, 2026 – September 30, 2028.
