Kickapoo Enterprise TMG Application 2026 - The Kickapoo Tribal Health Center (KTHC), operated by the Kickapoo Tribe of Oklahoma, is a vital rural health care facility in McLoud, OK, that strives to establish infrastructural improvements to optimize our Programs, Services, Functions, and Activities (PFSAs) for 10,000+ annual KTHC patients. The proposed project is a comprehensive health management structure that will implement systems to transform our financial operations, identify programmatic gaps and vulnerabilities, and ensure alignment with the Indian Self‑Determination and Education Assistance Act (ISDEAA). KTHC will modernize our health care structure by obtaining accreditation from the Accreditation Association for Ambulatory Health Care (AAAHC), a nationally recognized organization that raises standards of care and compliance for outpatient facilities. KTHC’s approach is data‑driven, solution‑oriented, and incorporates root‑cause quality improvement (QI) methods, along with alignment to clinical outcomes and organizational leadership, such as the governing body. According to federal data, Tribal facilities that become accredited are less prone to in‑depth and frequent program reviews due to their alignment with national standards of care (Indian Health Services Accreditation and Health Programs Guidance). Supporting our health management structure project delivers dual impacts: strengthening KTHC's fiscal self‑sufficiency in executing self‑determination contracts under 25 CFR Part 900 Subpart F, and advancing national benchmarks informed by AAAHC. We will implement and enhance an internal health management structure that is modern, fiscally sustainable, and culturally competent to provide exceptional care for Native Americans. This project will be led by the compliance committee, Compliance Officer Alicia Cruz, and Brian Kirk, KTHC’s Health Director. Kirk has successfully led Tribal Management Grant Program projects and offers extensive Tribal government and leadership experience, including public health expertise, large‑scale initiative oversight, grant and funding management, and strategic planning. Data‑supported measurable outcomes of AAAHC accreditation 1. Formal CMS Deemed Status Recognition: Fulfilling AAAHC accreditation standards grants ambulatory facilities Medicare Deemed Status, enabling health centers to meet federal survey requirements without undergoing separate, redundant state or federal inspections. Formalized Risk Management & External Liability Alignment: Establishing an AAAHC‑compliant risk management, incident reporting, and safety framework (AAAHC Chapter 3) qualifies health facilities for formal recognition by medical malpractice insurers and federal/state regulatory bodies. Reduction in Front‑End Claim Denials: Upgrading patient intake, insurance verification, and health information management (HIM) systems addresses front‑end administrative errors—which cause 32.5% of all healthcare claim denials—lowering overall initial rejection rates toward the 5% industry benchmark.
