Seminole Nation of Oklahoma Health Management Structure Project - Project Summary Abstract Seminole Nation of Oklahoma Tribal Management Grant Health Management Structure Priority Group 4 The Seminole Nation of Oklahoma (SNO), a federally recognized tribe located in Wewoka, Oklahoma, is seeking funding for a Tribal Management Grant, Project Type: Health Management Structure, Priority 4. The Nation Federal funding request is for $300,000 for a 36-month (3-year) project period. Goal: Develop a viable health management organizational structure for the Seminole Nation of Oklahoma in order to provide, improve and expand the Nation’s ability to address the needs of the target population and provide the highest standard of health care services. Gaps/Need: The Nation has identified the need to develop a health management system, developing Tribal Health Board Policy and Procedures Manual, Health Services Policy and Procedures Manual, PSFA Plan including 105(l) Leasing feasibility, Clinic Staffing Plan, Budget, Equipment etc. using proven best-practice models, to establish an effective health governance board whose organizational and operations structure aligns and integrates the various Seminole Nation Tribal health care system components, establishes effective operational controls and is in accordance with national accreditation standards. Project Objectives: The project will be conducted with activities within each of the following objectives. Objective 1: Project Initiation - Develop a health management organizational structure within 36 months. Objective 2: Develop Tribal Health Board Policy and Procedures Manual Objective 3: Attend on-going strategic planning meetings, trainings, and technical assistance. Objective 4: Governing Health Services Policy and Procedures Documents Consistent/Aligned with Regulations. Objective 5: Health Structure Determination to incorporate new health care components with PSFA Plan Development Objective 6: Conduct Program Evaluation/Grant Administration activities/Successful Grant Closeout Project Outcomes: The project will result in development and approval of Health management policies and procedures (health board policies and procedures, health system policies and procedures), a revised Healthcare Delivery System Organizational Chart that brings all health focused programs under one umbrella of the Nation that includes business office structure, staffing plan, and budget. Training will be provided to assure a good understanding of the revised health management structure to enhance knowledge of regulatory grant requirements and applicable health care federal regulations which will increase capacity building and specialized knowledge. Establishing an effective health governance board whose organizational and operations structure aligns and integrates the various Seminole Nation Tribal health care system components, establishes effective operational controls and is in accordance with national accreditation standards, will assist the Nation to provide quality health care services. Project Activities: Core Management Team organized, Grant orientation/initiation, policy and procedure research, review/identify all internal strategic documents related to health, develop mission, vision and value statement, research best practices of existing health systems, conduct health and regulation training (HIPAA, ISDEAA, Board Business and Ethics, Board Accountability and Expectations etc., Identification of health care resources; (105(l) Leasing, Third-party Billing, PFSAs, grants etc., Examine and analyze all PSFAs available for Nation assumption and ensure all grant reporting requirements are met and in compliance.
