Planning project on 638 implementation of 1) dental care and 2) behavioral health services for the Rosebud Sioux Tribe - Project Abstract The Rosebud Sioux Tribe Health Administration (RSTHA) seeks $50,000 for a 12-month Planning project on 638 implementation of 1) dental care and 2) behavioral health services. Gaps in service provision for the reservation’s estimated 11,000 - 30,000 residents necessitate examination of options for the Tribe to assume direct implementation. The following are the main objectives of this Planning project: Objective 1: Engage a nationally recognized consulting firm with specialized expertise in tribal health program planning to support the development of PSFAs for dental and behavioral health service lines. Objective 2: Plan the strategic design and operationalization of a new tribal dental program utilizing the facility previously operated by the Saint Francis Mission Dental Clinic, with the goal of improving access to preventive and restorative dental services. Objective 3: Plan the strategic design and operationalization of expanded outpatient behavioral health services to be housed in a new facility supported through a USDA grant and $5 million in pledged private philanthropic funding. Objective 4: Develop comprehensive operational blueprints for each service line, including staffing plans, policies and procedures, organizational structures, financial sustainability models, and resource assessments to support future tribal operation. Objective 5: Deliver a comprehensive PSFA assumption readiness package to the RST Health Board and Tribal Council, including detailed recommendations and a comprehensive plan for tribal management of the dental and behavioral health services.
