Wind River Family and Community Health Care Financial Management Structure - The Northern Arapaho Tribe established Wind River Family and Community Health Care (WRFCHC) to serve the Wind River Indian Reservation in 2016 under the Indian Self-Determination and Education Act (PL-93-638). The tribe entered into a 638 contract in order to work toward addressing the community’s healthcare needs. Wind River Family and Community Health Care is one of the largest organizations serving the Wind River Indian Reservation. Over the last several years, WRFCHC has grown substantially, starting with 68 employees to now having over 500 employees. Expansion has included operating one clinic to operating three- with sites in Ethete, Arapaho and Riverton. WRFCHC’s growth was accompanied by changes within the organization's Indian Self-Determination and Education Act (PL-93-638) contract. WRFCHC adopted a Title V compact as the organization continued to grow its capacity to provide health services to the community. WRFCHC plans to continue to grow the number and extent of its programs, services, and facilities throughout the next few years. The organization has recently opened a Dialysis Center and plans on expanding ambulatory care and prevention services through constructing a Wellness Center and opening a site in Lander, WY. As the organization has grown so has the need for an updated financial infrastructure that can accommodate current operations and future growth. The organization conducted a holistic evaluation of its current financial management software and found many areas lacking. The organization is in need of a user friendly, cloud-based fund accounting package that is designed to meet the large number of transactions that the organization encounters in order to improve the efficiency of WRFCHC’s management structure. WRFCHC needs to improve, strengthen, and streamline its financial management structure in order to sustain organizational operations, strengthen internal controls, and improve capacity to implement future programs, functions, services, and activities (PSFAs). Wind River Family and Community Health Care will implement a financial management system project that will consist of a holistic, phased approach that will span over a time period of three years. The four phases will consist of a research, logistical planning, implementation, evaluation and continuous quality improvement phase. The overall goal of this project is to implement a financial software that satisfies organizational needs and staff preferences. The project’s objectives and activities will center on the implementation of a new financial management system and fully integrating new software within the organization’s overall current management structure.
