Tribal Management Grant - Indian Health Council, Inc., a consortium of nine federally recognized tribes located in north San Diego County, will apply 3-year funding from the Indian Health Services Tribal Management Grant Program to plan and development a IHC Management Innovations Program with multi-layered organizational focus, planning and development at the executive team level in Year 1, program implementation in Year 2 and active engagement and utilization by all IHC team members in Year 3. The project goal is to establish organizational accountability by implementing mechanisms to account for activities, acceptance of roles and responsibilities, and a means to disclose performance results in a transparent manner. Outcomes and project deliverables include strategic development, implementation and utilization of a new: (1) Performance Management Program, (2) Communication Program, and (3) Career Development Program. By enhancing these key areas, IHC will build upon previous outcomes and enhance overall tribal health management infrastructure and patient service delivery. Project Objectives for Year 1 are as follows: Objective 1: By the end of YR1, the executive team will establish measurable Performance Management Program that ties up to the Organizational Strategic Plan. Objective 2: By the end of YR1, the executive team will identify an efficient communication plan, pilot and develop an implementation tool to drive overall organizational success. Objective 3: By the end of YR1, the executive team will develop an implementation plan for a Career Development Program to ensure staff are performing at the highest level of their positions. Through regularly scheduled Executive Team coaching sessions designed to enhance the effectiveness of the team, ongoing review of the Deep Dive Assessments, employee and patient satisfaction surveys and performance reviews, the Executive Team will develop mechanisms to drive advanced understanding of the IHC Mission, Vision, Strategic Goals and unique roles and responsibilities that every employee plays in achieve success and high quality healthcare service. The Performance Management, Communication and Career Development Programs will expand across all levels of the organization and be delivered over Years 1, 2 and 3. IHC expects to raise baseline scores to equal or exceed the national mean scores in deficient areas by end of Year 2; achieve an additional improvement above prior year scores by end of Year 3. IHC will deliver executive coaching, performance measurement training in setting goals, issuing clear directives, and career opportunities to minimize deficiencies, and improve agency-wide communication, as measured by the annual employee satisfaction surveys administered by the end of Project Years 1, 2 and 3.
