It is well established that socioeconomic disparities correspond to disparate health outcomes. The data on social determinants of health, such as housing, transportation, and literacy indicate that this is true for Hartford, the capital of Connecticut and, with a population of 121,054, the seventh-largest city in New England. 87% of residents are people of color. Connecticut is wealthy, but Hartford is not, and the disparities between the city and the suburbs, as well as between neighborhoods of the city, are an important element of our proposal design. In 2021, project partner DataHaven completed an equity analysis of Hartford, comparing the city to the region and state across a range of metrics, many of which are disaggregated by race/ethnicity. With significantly higher rates of asthma, diabetes, hypertension than most of the surrounding towns, the life expectancy in Hartford is 77.1 years (68.9 years in the target Northeast neighborhood), compared to 79.9 years across Greater Hartford and 80.3 years statewide. On the research-supported assumption that home ownership supports improved health outcomes, through improved stability and wealth-building, this proposal focuses on understanding the nature and barriers to home ownership in the City, specifically in the Frog Hollow and Northeast neighborhoods, which respectively have rates 7% and 23%. Our project goal is to improve the trajectory of home ownership in Hartford, through policy analysis with a race/ethnicity lens and the formulation of improved programs and policies which will ultimately lead to improved health outcomes for City residents.
