Flushing Hospital Medical Center (FHMC), through its Asian Behavioral Health Program, with its project partners proposes “Community-Driven Approaches to Address Factors Contributing to Structural Racism”, a three-year project to serve the unique needs of Asian Americans and Asian immigrants residing in the Flushing community (Queens, New York) under the leadership of Principal Investigator Daniel Chen, MD, Chairman, FHMC Department of Psychiatry and Addiction Services.
Significant collaboration with two project partners―Elizabeth Brondolo, PhD, Professor, Department of Psychology, St. John’s University, Director, Collaborative Health Integration Research Program (CHIRP), and the Nathan Kline Institute for Psychiatric Research (NKI), New York State Office of Mental Health, Research Foundation for Mental Hygiene―along with a vast multi-sector team with representatives from various community sectors, will ensure the project’s positive impact in the vulnerable minority and economically disadvantaged project service area. The overarching aim of the proposed project is to identify ways in which there are barriers to seeking mental health resources for Asian Americans and Asian immigrants, and to seek to make alterations in the access and service delivery models that would permit: (1) improvements in mental health services (regardless of delivery location), (2) improvements in mental health outcomes, (3) decreases in stigmatization towards utilization of mental health services, and (4) empowerment (patient activation and confidence) to access individual mental health care and services as needed. FHMC and its partners aim to accomplish six objectives: • Obj 1. In Year 1, policy partner NKI will utilize a legal epidemiology framework to complete the assessment of relevant NYS Mental Hygiene laws aligned to the six policy and practice obstacles/themes identified that perpetuate health disparities and contribute to structural racism in the FHMC service area. • Obj 2. In Years 1-3, the Principal Investigator, with the Advisory Committee, will assemble a multi-sector team, representing a minimum of 15 agencies and organizations, which will convene monthly to address factors contributing to structural racism in the FHMC service area. • Obj 3. In Years 1-2, the Principal Investigator with the policy partner (NKI) and evaluation partner (St. John’s University) will utilize the PRECEDE-PROCEED model to identify intervention targets to be implement
ed by trained community health workers (in Year 2) to reduce structural racism in the FHMC service area. • Obj 4. In Year 2, utilizing the train-the-trainer model, a lead trainer will train a minimum of 50 community stakeholders (minimum of 150 hours delivered annually) building their capacity to make equitable data-driven policy and practice decisions informed by the epidemiological results of policy assessment. • Obj 5. In Year 3, the evaluation partner (St. John’s University) will develop and implement a mixed methods process and outcomes evaluation plan to quantify the extent of the multi-phase Year 1-2 project results. • Obj 6. In Year 3, the Principal Investigator, with the Advisory Committee, and the multi-sector team will communicate and disseminate project knowledge and findings through a minimum of 10 planned vehicles/platforms (i.e., conferences, symposium, invited talks/lectures, panels, published journals, and posters). Utilizing the partnership synergy created through the multi-sector team, the project will advocate, at local, State, and federal agencies for new and revised legislation.
