Transportation constraints have long limited healthcare access in South Los Angeles, where buses are the primary mode of transportation for a large proportion of patients. The COVID-19 pandemic has highlighted the way such social determinants of health (SDOH) factors limit access to care, pushing innovation and inventiveness across the healthcare ecosystem. The University Muslim Medical Association, Inc. Community Clinic’s (UMMA) Health on Wheels Initiative is part of UMMA’s effort to advance health equity through a multi-pronged, neighborhood-based response informed by the Social-Ecological Model. The Social-Ecological Model emphasizes the need to address SDOH issues at multiple levels (individual, interpersonal, organizational, community, and public policy) to develop successful programming and achieve positive health outcomes in the long-term. With CPF/CDS funding support, UMMA will expand access to oral health services through the purchase of a Dental Mobile Health Clinic, including referrals to UMMA’s primary care and behavioral health programs. The Mobile Health Clinic will assist UMMA’s low-income community by alleviating barriers to care and making essential healthcare services available to uninsured and underinsured community members. The project will offer preventative care that reduces emergency department use among LAUSD students, their families, and the greater South Los Angeles community. This will have a profound economic impact on the South Los Angeles community UMMA serves and its residents, including those living in Congressional District 37. UMMA is part of a larger network of institutions addressing the health and well-being of underserved and indigent populations in Los Angeles County (LAC), California. UMMA serves communities in South Los Angeles, an area formerly known as South Central Los Angeles located in the southern portion of LAC, mostly within the Los Angeles City limits, South of Downtown Los Angeles. UMMA’s service area is a densely populated urban core with a significant unmet need related to primary care, mental health, and oral health as demonstrated by the shortage of healthcare providers. The Health and Services Administration (HRSA) scores Health Professional Shortage Area (HPSAs) on a scale of 0-25 for primary care and mental health, and 0-26 for dental health, with higher scores indicating greater need. UMMA’s HPSA scores are 19 for primary care; 19 for mental health; and 25 for dental health. These scores pinpoint UMMA’s service area as a priority for increasing access to healthcare and addressing significant unmet needs.
