Congressionally Directed Spending for Construction Projects - Project Title: Expanding Access to Safe Dental Care Application Organization Name: County of Ingham, Health Department Address: 5303 South Cedar Street, Lansing, MI 48911 Project Director: Kris Drake Contact Phone Numbers: (517) 887-4361 Email Address: kdrake@ingham.org Web Site: www.chc.ingham.org Grant program funds requested: $620,000 History: The Ingham County Health Department (ICHD), established in 1938, is the local governmental entity charged with carrying out the mandates of the Michigan Public Health Code in Ingham County, under the direction of the Ingham County Board of Commissioners. ICHD operates a network of 330(e) Federally Qualified Health Centers (FQHC) and Look-Alike Health Centers throughout the City of Lansing, Michigan. As a public entity and a FQHC, ICHD delivers highly effective, coordinated care available to the area’s most vulnerable populations through its Public Health Services and Community Health Centers. Through its Community Health Center Network, the ICHD provides culturally and linguistically appropriate primary and preventive health care for more than 25,000 individuals each year. ICHD’s mission is “to protect, improve, and advocate for the health and well-being of our community by identifying and advancing the conditions under which all people can achieve optimum health.” Service Area: The Ingham County Health Department serves the Ingham County, Michigan service area, defined by the political boundaries of the county, where the majority of its patients reside. Ingham County’s most vulnerable populations have been targeted to be the main focus of service expansion by this project. Need: Ingham County is home to 292,406 people and comprises the majority of the Lansing-East Lansing Metropolitan Statistical Area of 541,297 people. Currently 17.7% of Ingham County lives at or below the Federal Poverty Line. Following the pandemic Ingham County residents encountered barriers in access to care after several open-bay operatories were decommissioned from use. Without the means to access dental care outside of their service area Ingham County residents have limited options available to them when in need of dental services. Proposed Services: Through this program ICHD proposes to use $620,000 of grant dollars to fund ICHD services to the general public through the conversion of its open-bay dental operatories to separate, private operatories. Proposed modifications would minimize aerosol-related contaminations, infection outbreaks and HIPAA breaches. This project would also include enclosed reception areas, safety glass and new signage that advertises ICHD’s dental service offerings. These modifications will expand ICHD’s ability to provide affordable, safe, high quality, dental care to the general public, regardless of their ability to pay. In addition, these modifications will ensure that the dental center protects the health and well-being of both patients and employees alike.
