(OHL) is one of the largest substance use disorder (SUD) treatment providers in the state, dually designated as both a behavioral healthcare facility and a Federally Qualified Health Center (FQHC). In 2014, OHL initiated a multi-phased Master Plan construction project to benefit its entire main campus located at 1125 N. Tonti Street in New Orleans, Louisiana, which is being completed in phases. The project is part of a larger, comprehensive plan to expand and reorganize OHL’s physical campus spaces, to ultimately double the organization’s capacity for services, create at least 45 new jobs, and expand OHL’s integrated medical and behavioral healthcare programs for thousands of low-income New Orleanians. The final phase of the project is the most significant, with the historic rehabilitation and renovation of the main c. 1890s three-story masonry building (approximately 12,500 SF), along with two historic outbuildings (approximately 1,800 SF total) and renovation of a newer two-story building (approximately 2,700 SF) for a total of approximately 17,000 SF of interior space and about 10,000 SF of site footprint. To date, OHL has completed one phase (Phase A, which included three smaller buildings) of its multi-phase renovation and expansion plan and is currently engaged in site work for the second phase (Phase B, the health clinic building and rear parking lot). OHL is requesting $1,000,000 from HRSA Community Project Funding/Congressionally Directed Spending (CPF/CDS): Facilities and/or Equipment (“Construction”) Projects program to support in the construction costs for the remainder of this Master Plan project (Phase C, the final phase). The scope of activities for the total project will bring all buildings to current life safety codes and re-configure the interior spaces to serve OHL’s residential treatment programs, to meet program requirements for living/dining spaces, residential spaces, social service provision, and accessibility needs. This final phase of the project includes construction in and renovation of OHL’s nursing station, additional residential bedrooms, residential living and dining spaces, laundry facilities, parking/courtyard, counseling offices, and administrative spaces. Construction and renovation activities include updates, improvements, and/or repairs to the interior and exteriors of all buildings on the property, including all mechanical, electrical, plumbing, and life safety systems. CPF/CDS funding will enable OHL to proceed with the next phase of this Master Plan to bring the 1125 N. Tonti facility up-to-date so that OHL can meet the growing need for comprehensive SUD treatment and health care services. OHL anticipates a construction start state of June 2024 and an estimated expenditure of all CPF/CDS funding by June 2025.
