Congressionally Directed Spending for Construction Projects - The City of Newark is New Jersey’s largest city with a population of 307,220, mostly racial/ethnic minority at 49.5% African American and 36.7% Hispanic/Latino. Over 36% of Newark residents have low incomes under 200% of federal poverty level (FPL). The NDHCW, established over 100 years ago as the local health department, provides a wide array of public health and direct and “safety net” services, including primary and preventive medical care for adults and children, dental care, HIV care, WIC, STD testing, immunizations, health education, bioterrorism, emergency response, disease surveillance, homelessness services, lead, animal/rodent control, retail food inspections and other environmental health programs. Since 1998, DHCW has operated a public health center with Section 330(h) funding serving over 50,000 homeless at two permanent sites and a medical van. With New Access Point Section 330(e) funding awarded in 2012, the center opened a permanent site adjacent to University Hospital, a Level 1Trauma Center, as an ER diversion project and began serving all of Newark’s low-income population. Since 2012, MEMHC has grown, and in 2022 served over 8,000 patients. The City of Newark and its coaffiliated Federally Qualified Health Center, the Mary Eliza Mahoney Health Center (MEMHC), propose to expand services within the health center’s service area through a school-based site at Park Elementary School. Park Elementary is a Pre-K through Eighth grade elementary school located at 120 Manchester Place, Newark, NJ 07104, in the North Ward of Newark, New Jersey. The City of Newark will provide medical and dental services at this location through an MOU with the Newark Board of Education. The proposed project falls under the construction project type “Construction and Modernization project with equipment.” Only one project is proposed under this award. All funding under this award will be used to cover the full scope of work. The proposed site will be a permanent one where primary care services—care for acute illness and injury and chronic conditions such as asthma, diabetes and obesity, preventive well-childcare, sports physicals, immunizations, referral and follow-up to specialists, and nutrition and exercise counseling—as well as dental services will be provided. The site consists of four (4) rooms. Three rooms will be dedicated to medical examinations and one room for the provision of dental services. Another room will be a staff work area for documenting daily work and maintaining records. There is also a waiting room and reception area for clients. The existing space will be renovated to add clean and dirty rooms for dental services to be provided. The dimensions of the site are 1,500 square feet. The proposed scope of work can be categorized as improvement and/or reconfiguration of the interior arrangements of an existing facility. The area will be remodeled and renovated to facilitate provision of the proposed health-related services.
