Hampton Roads has worked for almost thirty years to remove barriers to health care and increasing access to services for medically vulnerable populations. An alarming number of individuals living in poverty have unmet healthcare needs, underutilize dental services, and find it cost-prohibitive to pay for medical and dental services. Through this funding, HRCHC will complete three sub-projects that align with the original proposal to increase access to essential health services by providing care via two additional mobile units. The first project, Project 1, will involve the acquisition of a new mobile dental unit that is equipped to safely, efficiently, and effectively provide dental services throughout HRCHC’s service area. This mobile unit will be brand new and it is fully equipped with equipment and supplies for HRCHC clinicians and providers to provide services to vulnerable patient populations. The second project, Project 2, involves refurbishing an existing mobile unit to better meet the needs of the patient population. This mobile unit is already a part of HRCHC’s property but needs renovations to ensure it is up to date to safely provide both primary medical and preventative dental services to patients. Project 1, the new mobile van, will provide dental services exclusively, and Project 2, the refurbished van, will provide both medical and dental services. Both mobile units will travel across HRCHC’s service area and will be available to provide care at forty-three school locations, including Head Start locations. All services that clinicians provide via the mobile unit are in HRCHC’s scope of project H80CS00729 and are appropriate for the patient population. The Center chose to refurbish an existing mobile unit to save financial resources, improve turnaround time, and put the savings back into HRCHC’s clinical operations and programming. Mobile units provide an opportunity for patients to receive quality health services and reduce barriers to health access, including transportation burdens, by meeting the patients in locations convenient to them. The third and final project, Project 3, HRCHC will complete is the installation of a security fence around the parking lot that will house the mobile units. Unfortunately, Hampton Roads has seen vandalism to existing and operational mobile units, which has taken staff and financial resources, and valuable provider time away from patient care. By installing a security fence at this property for the new and existing mobile units, HRCHC can ensure there are limited interruptions in services and that Center resources are not used repairing unnecessary and inappropriate damage to the mobile units. HRCHC anticipates that the two additional mobile units will see 4.612 visits within the first year, which will generate enough revenue for the project to sustain itself. This estimate assumes that patient visits will be at 50% capacity in the first year, and 50% of the children and adults will have Medicaid. In the second year, HRCHC projects 6,917 visits, assuming that the mobile units are operating at 75%.
