Congressionally Directed Spending for Construction Projects - Project Title: NEVHC Information Technology Infrastructure Enhancement Address: 1172 North Maclay Avenue, San Fernando, CA 91340 Project Director Name: Kimberly Wyard, Chief Executive Officer Contact Phone: (818) 898-1388 ext. 41620 FAX: (818) 365-7670 Email Address: KimWyard@nevhc.org Website Address: www.nevhc.org Health Center Program Grant #: H80CS00139 Funding Request: $1,655,000 Northeast Valley Health Corporation (NEVHC), a Federally Qualified Health Center, respectfully requests $1,655,000 from the HRSA-23-117 Congressionally Directed Spending (CDS) opportunity, as recommended by Congressman Tony Cardenas, to improve our technological capacity to provide care for our low-income, predominately Latinx patients residing in Los Angeles County’s Service Planning Area (SPA) 2, San Fernando and Santa Clarita valleys. Brief Project Description: Through the NEVHC Information Technology Infrastructure Enhancement project, NEVHC will purchase new Information Technology (IT) equipment, software and hardware for 13 NEVHC Health Centers located within California’s 29th Congressional District (CA-29), which encompasses a large part of our SPA 2 service area. Equipment will be a one-time purchase, has the potential to increase patient access to services and improve patient care and can be sustained for many years after installation. Our project meets the criteria of the CDS Appropriations bill within the subcommittee on Labor, Health and Human Services, Education, and Related Agencies, under the department of Health Resources and Services Administration (HRSA), and the Health Facilities Construction and Equipment guidance section. Needs to be Addressed: This project will update NEVHC’s IT infrastructure and will benefit the community by increasing patient access to services and improving patient care. Currently, our IT equipment, software and hardware are outdated, making it difficult for staff to use incompatible devices to provide services to our patients. Proposed Services: NEVHC will utilize CDS funding to purchase crucial IT equipment, software and hardware to improve our ability to serve patients living in CA-29, including Guest Wi-Fi, software & hardware, a lab check-in system, three retinal cameras, pharmacy wiring, automatic/integrated vitaling machines and more. Improving our IT infrastructure will ensure that patients are provided services (i.e., pharmacy medications, check-in services, etc.) with improved efficiency, as these investments will enable vitals to be uploaded automatically to patient files. This will guarantee that patients are served quicker and will improve staff training capacity. By expanding guest WiFi, patients will complete important screening forms as they wait to be seen by their doctor. Additionally, this IT infrastructure support grant will support operation of our 13 Health Centers during times of power outages, which will lower vaccine waste, provide continued patient services and ensure that patients have access to care. Population Groups to Be Served: NEVHC will serve individuals and families who reside in the following communities, which represent NEVHC’s primary catchment areas of CA-29: The City of San Fernando, Sylmar, Pacoima, Sun Valley, North Hollywood, Panorama City, Mission Hills and Van Nuys. Of our 81,150 total patients, 73% live in these CA-29 communities. The majority (96%) of these residents live below 200% of the Federal Poverty Level and are Latinx (84%.) Thirteen percent of our patients are uninsured and nearly 3,000 experience homelessness.
