Congressionally Directed Spending for Construction Projects - EBCAP is requesting $513,600 in funding to support the renovation and improvement of one of facilities, located at 2 Old County Road, Barrington, RI. The facility is an Integrated Health facility, which houses behavioral health and medical services, as well as social services that address the social determinants of health. EBCAP acquired it as a service delivery site, due to its merger and acquisition of East Bay Center, thus resulting in creation of a single entity consisting of the two predominant safety net providers offering high quality, accessible and affordable health care to Upper East Bay residents. EBCAP’s Barrington site is the only facility in the area that provides integrated care for some of the area’s most vulnerable populations including the Severe, Persistent Mentally Ill (SPMI) patients living in the East Bay, regardless of ability to pay for services. Over 2,000 clients are served annually at the facility, most of whom are living with SPMI, and whom otherwise would probably not have their behavioral health and medical needs at any other practices in the area. EBCAP’s Barrington facility is in dire need of major renovations, in order to improve and maintain the integrity of the facility, in addition to ensuring compliance with all health and regulatory guidelines. While the state currently owns the facility, the former East Bay Center, which is now merged with EBCAP, has been in the facility since the mid 1980’s. It should also be noted that EBCAP is currently in the process of negotiating a purchase of the facility with the state. Due to scarcity of resources and/or competing priorities, the state has been unable to maintain the integrity of the facility. Few renovations have been done over the years, resulting in multiple breakdowns of equipment and systems, and exterior degradation of the facility property. Building renovations and enhancements will enable EBCAP to offer safety and accessibility to the SPMI patients, as well as those living with co-occurring disorders and/or multiple medical chronic conditions, while allowing EBCAP to achieve full building integrity, conduct much needed preventive maintenance, modernize building equipment and make building improvements that would transform the building into a state-of-the art healthcare facility.
