The I.M. Sulzbacher Center for the Homeless, Inc. has been providing an array of services to the homeless population in Jacksonville since 1995. Sulzbacher has three campuses: the Men’s Campus (original location) located at 611 East Adams Street, Jacksonville, FL 32202, Sulzbacher Village for Women & Families, located at 5455 Springfield Boulevard, Jacksonville, FL 32208, and Sulzbacher Beaches Clinic, a healthcare only facility located at 850 6th Avenue South, Suite 500, Jacksonville Beach, FL 32250. The Men’s Campus provides short-term housing for homeless men, case management, employment assistance and job training, veteran’s services, and access to HUD permanent supportive housing and rapid rehousing programs. This site is also home to Sulzbacher’s Federally-Qualified Health Center (FQHC), which provides holistic health care, not only to homeless men, but to anyone in the community. The Men’s Campus is old, the main building has seen considerable wear, and is more and more in need of extensive maintenance. The location is in the lowest part of the City and is prone to flooding. Additionally, the area has been designated to be redeveloped into an entertainment district. Sulzbacher is planning on creating a new campus, Sulzbacher Enterprise Village, to replace the original site. This will allow Sulzbacher to continue its mission of providing short-term housing, case management, and social services, but will also allow Sulzbacher to expand its offerings to include an expansion of the health clinic, addition of an assisted living facility, expanded job training, addition of 100 permanent rental apartments, and a manufacturing facility that will both create jobs and provide job training. Sulzbacher has purchased a 17-acre property on Jacksonville’s Northside (Walgreen Road, 32209) to house the new Sulzbacher Enterprise Village. The City of Jacksonville is a key partner, appropriating 12 million in American Rescue Plan funding to support the land purchase. Phase I of SEV is the 100 units of housing, and will include Resident service areas, recreation areas and Case Management offices. Phase II consists of the Health Center, Administrative Offices, Emergency Housing, and Training Center. Sulzbacher is requesting $2,000,000 for this Phase -specifically the construction of the health center. Phase III of the Development will consist of a manufacturing facility, offering employment and training in the construction trades. Sulzbacher Enterprise Village will be a vital part of Jacksonville’s efforts to provide safe, compassionate, and holistic services to the homeless and disenfranchised members of the community.
