Project title not provided - Newport County Community Mental Health Center, doing business as Newport Mental Health, proposes to renovate its headquarters at 42 Valley Road in Middletown, Rhode Island, to establish a dedicated Open Access Extended Care Center (ECC) providing 24/7/365 behavioral health crisis stabilization and intake services by Spring 2028. The project will renovate approximately 5,954 square feet on the first floor of the existing 29,662-square-foot facility to create admissions, assessment, treatment, observation and stabilization, clinical support, staff work, and four stabilization bay areas. Grant funds will also support moveable and permanently affixed equipment needed for patient care, clinical operations, and administrative support. The ECC will provide immediate assessment, stabilization, treatment, and recovery support for individuals experiencing acute psychiatric crises, with capacity to serve 4–8 individuals per day and approximately 1,460–2,920 individuals annually. The project responds to a critical access gap for Newport County residents, who currently must travel significant distances to Providence or Boston for crisis stabilization services, often across bridge-dependent routes vulnerable to traffic, weather, and closures. By providing a local, clinically appropriate alternative to emergency departments and higher-cost crisis response settings, the ECC will improve timely access to care, reduce strain on emergency systems, strengthen continuity of treatment, and promote better behavioral health outcomes.
