Community Project Funding/Congressionally Directed Spending - Construction - The Borough of Waynesboro (Borough), located in rural Franklin County, Pennsylvania, has outgrown its current facilities for its police and fire departments. It is the Borough’s goal to construct a new facility that will meet the emergency service needs of the Borough and the surrounding communities for the next generation. The proposed project includes the construction of an approximately 60,000 square foot (SF) emergency services complex to house the Borough’s fire and police departments and to provide dedicated space for health and medical emergency services. The location of the new complex is adjacent to the WellSpan Waynesboro Hospital and across the street from the Waynesboro School District’s educational campus, which encompasses the Senior High, Middle, and Summitview Elementary schools. The proposed complex will face Main Street (U.S. Route 16), which is the main throughway of the Borough where the core of the community’s businesses are located. It will also be within walking distance to downtown restaurants, shops, and other retail and business establishments. The construction of a new emergency services complex would provide an updated, easily accessible building for the Borough’s police and fire departments, as well as additional space for WellSpan Health services. WellSpan has committed to providing 5.27 acres of land at no cost to the Borough to facilitate the project. The complex will directly improve the quality of life for citizens within the Borough and throughout the region by improving access to essential emergency services and offering much-needed clinical space to meet the healthcare needs of the surrounding area. The ability to station first responders in a complex with medical personnel on-site will greatly enhance the level of emergency response coordination in southern Franklin County. The scope of the HRSA application will consist of the site preparation costs associated with the health-related portions of the complex (Project). These costs include the necessary site grading, construction of retaining walls, drainage and storm water management, erosion and sediment control, and earthwork.
