Community Project Funding/Congressionally Directed Spending - Construction - Madera County covers 2,136.92 square miles in California’s central San Joaquin Valley and Sierra Nevada Mountains and is a predominantly rural region. The county is vulnerable to a wide range of disasters including flooding, wildfires, earthquakes, landslides, hazardous materials incidents, transportation accidents and droughts. There is also potential for a public health and agricultural emergencies as well. The Madera County Sheriff's Office is the primary law enforcement agency for the unincorporated areas and communities in the county with its Office of Emergency Services (Sheriff’s OES) serving as the lead agency during any disaster or emergency event. Over the last three years, the Madera County Sheriff’s Office had a total of 5,363 calls for service of all types, including 1,638 coroner calls; 11 drownings; 930 medical emergencies; 324 search and rescue (SAR) calls; and 2,560 public health calls (5150 calls). Given the high number of calls for service, the high potential for the occurrence of a major wildfire or weather-related disaster, and the fact that the Madera County Sheriff’s Office would be the lead agency in response to such a disaster, the Madera County Sheriff’s Office is in need of funding to purchase additional venicles, rescue equipment and EMS equipment that can enable it to better respond to emergency calls for service in the county’s rural, remote and frequently inaccessible regions. Under the proposed HRSA CPF-CDS Project, the Madera County Sheriff’s Office intends to purchase approximately $930,090.00 in vehicles, EMS, rescue, law enforcement equipment to enable it to better provide emergency response and search and rescue (SAR) functions, particularly in the mountainous regions of eastern Madera County. Vehicles and equipment to be purchased with CPF-CDS funds include a Sherp All-Terrain Rescue/Utility Task Vehicle (UTV) with Equipment Package; a Toyota Tundra CrewMax Pickup Truck with Law Enforcement Equipment Package; a Dodge Ram 3500 Truck with Law Enforcement/Rescue Equipment Package; a Lenco Bearcat Armored Rescue Vehicle with Law Enforcement/Rescue Equipment Package; an 8.5’ X 20’ Deckover 14K Flatbed Trailer; a Stryker Power-PRO 2 Powered Ambulance Cot & Cot Fastener Medical Equipment Set; a LUCAS V3.1 Chest Compression System Medical Equipment Set as well as Kenwood Portable Radios and Accessory sets. These vehicles and equipment would provide the Madera County Sheriff’s Office with a significantly enhanced year-round capability to respond to a variety of calls, including those involving the coroner/deceased individuals; drownings; medical emergencies; SAR; Public Health (5150); and other law enforcement related calls for service through a variety of mountainous, forested, wetland, and grassland terrain and in a variety of weather or disaster situations which it cannot currently provide with its existing vehicles and equipment. The requested funds and vehicles and equipment to be purchased will enable the agency to achieve its vision to function as a premier law enforcement agency that provides excellent service to the Madera County community by increasing resources, utilizing the latest technology, coupled with a proactive, innovative approach to provision of law enforcement services.
