People Coordinated Services of Southern California, Inc. (PCS), is a non-profit founded in 1939, in response to the need to improve the quality of life for poor and marginalized populations. Today, 84 years later, PCS remains committed to the mission of providing services to those in need. PCS opened its Inpatient Substance Abuse Treatment Program in 1972 and brings a 51-year history of providing SUD treatment. Whether the heroin crisis in the 1970s, the more than two-decade crack cocaine epidemic, started in the1980s or the current opiate and meth crisis that is frequently associated with major homelessness in Los Angeles, and heightened by the Covid 19 pandemic- PCS has been there. PCS moved residential programs to its current site in 1980 to a building that was constructed in 1965, providing 11,416 square feet of space. Today, 43 years later, a need exists for upgrades, modernization, and replacement of outdated components. Needs To Be Addressed: PCS knows that rebuilding a life from addiction takes more than clearing the substances from a person’s body. The primary goals of the 1319 S. Manhattan Place renovation project include the following: 1) To enhance the treatment experience for those who we serve- the renovation will support the recovery process; 2) Provide upgrades that promote health and safety; 4) Provide upgrades that are energy efficient; 5) Provide upgrades that are cost efficient,6) reduce excessive repair costs; 7) improve performance via the enhancement of the work environment that makes work more enjoyable; 8) Improve space for relevant family meetings; 9 Enhanced technology for staff and patients; and 10) a strengthened sense of community; Proposed Services: Substantial need exists for renovation and replacement of outdated building components. The proposed renovation services will allow for increased accessibility, better cost-effectiveness and efficiency and include following: 1) Update fire sprinkler system; 2) upgrade a bathroom for handicapped accessibility; 3) Electrical panel and lighting upgrade; 4) Replace rooftop air conditioner; 5) Repair and painting exterior and interior walls; 6) New HVAC System 7) Low voltage audio visual security system 8) Fence repair 9) Outdoor asphalt resurfacing, 10) Roof systems replacement 11) Vision panel doors for offices;;12) Paint and repair of interior;13) Replace worn floor finishes; 14) renovate and upgrade kitchen;14) renovate/upgrade bathrooms;15) upgrade fire detection systems; 16) heighten fence; 17) Exterior facade repair and improvement;18) energy efficient double pane windows, 19) Interior and exterior door replacement; 20) and enhanced security system. Population Groups to be Served: PCS Castle Program provides comprehensive SUD services to males and females, ages 18 and up, Los Angeles County residents who have or are medi-cal eligible. Clients have frequently experienced homelessness and are detoxed prior to admission for substance use disorder treatment services. While the majority populations are Hispanic/Latino and African American, other diverse groups are welcome.
