In recent years, Ouachita Parish has hosted shelters for victims of Hurricanes Katrina, Rita, Gustav, and Ida. The most recent resulted in more than 700 people having to evacuate into the city of Monroe. During this time, many evacuees were unable to receive necessary medical care or medication therapies (such as insulin) due to limited dedicated space for medical care, medical supplies, or access to medical personnel. In addition, many northeast Louisiana parishes (Morehouse, East Carroll, Tensas, and Madison) are among the state’s worst in terms of health outcomes. The Centers for Disease Control and Prevention and the Louisiana Department of Health, northeast Louisiana parishes have some of the highest rates of cancer prevalence, sexually transmitted diseases, violent deaths, and opioid-related harm in Louisiana. Further complicating the health care challenges in the region is that these parishes are designated as Health Professions Shortage Areas (HPSAs). The northeastern Louisiana parishes are identified as medically underserved areas that have insufficient primary care providers, mental health providers, and dentists to meet the needs for area’s population. The Mobilized Aid and Disaster Relief for Emergencies (M.A.D.R.E) proposal will support acquisition and initial outfitting of a mobile pharmacy unit to be housed at and associated with the University of Louisiana Monroe College of Pharmacy. The primary purpose of the mobile unit is to provide care space and mobile pharmacy services in support of Northeast Louisiana evacuation shelters during disaster relief efforts. During non-disaster times, the unit would provide support in rural and medically underserved communities by providing greater access to prescriptions, vaccinations, health screenings and education.
