Paint Creek serves youth from all over the State of Ohio on a campus that includes a dining hall, workout room, a greenhouse, an accredited charter school, gymnasium, dormitories, and an abundance of sports fields and courts. The proposed capital project is to demolish four dormitory/barrack-style buildings constructed 60 years ago that are no longer meeting programming needs and construct a new one-story multi-purpose building. The new building will provide innovatively designed space for indoor recreation, kitchen/dining hall, family visitation, provision of therapy services, and storage space for programming needs. This space will be designed to support the needs of the youth, their families, and the professionals who care for them. The four buildings to be demolished, totaling 8,400 SF, are either not in use due to the poor condition of the building or are used for program storage and a very dated fitness room. The current kitchen and dining hall are in a separate building that totals 4,736 SF. That building will not be demolished but will instead be used as a training kitchen for residents of the facility. A training kitchen allows them to learn life and occupational skills that will serve them well after they leave the program. The new multi-purpose building is approximately 11,000 SF which is slightly smaller than all five buildings combined, but still a usable gain of 4,000 SF since two buildings are not currently useable. The building design is focused on providing a trauma-informed space that supports healing and growth. At Lighthouse Youth Center at Paint Creek, Lighthouse provides intensive residential treatment services, including Cognitive Behavioral Treatment, with long-term, highly experienced employees who strive to provide the best possible care in the most open and homelike environment possible. Lighthouse provides for each youth’s basic needs, including shelter, food, and clothing, with 24-hour crisis support. Clients are given a room with one additional roommate or in some cases their own individual room. Group interaction is encouraged with large, entertaining, communal indoor spaces and numerous outdoor spaces. All youth receive care as established in an Individualized Service Plan (ISP), which youth work with employees to create. A youth’s ISP identifies their course of treatment, which may include individual, group, and family counseling, and mental health and substance use counseling, as needed. Treatment programing utilizes evidence-based treatment models to address needs resulting from mental illness, substance abuse, and trauma. In addition to the stability of a safe, therapeutic environment, Lighthouse provides extensive on-site mental health and nursing services. The Lighthouse Clinic provides medication management. Under new federal and state law, Children's Residential facilities are required to be certified as a Qualified Residential Treatment Facility (QRTP). Currently, there is a shortage of these facilities in the state of Ohio resulting in not enough treatment opportunities for Ohio's youth. Lighthouse took appropriate steps to transition to a QRTP upon the implementation of the Family First Prevention Services Act (FFPSA) in Ohio in 2021. Our programs are licensed and CARF accredited and respond to the changing needs of our community. This project will enable Lighthouse to continue its efforts in providing high-quality residential care.
